Description

SCI is looking for an Estimating Manager who possesses the requisite knowledge, experience, and abilities necessary to manage all aspects of the company’s Estimating Group. Duties and responsibilities are managerial and technical in nature. Managerial responsibilities include formulating procedures and instructions, setting priorities, training and leading subordinates, and overseeing the daily operations within the Estimating Group. Technical responsibilities include all aspects related to identifying customer requirements, working with internal/external stakeholders to determine all associated costs, and developing formal estimates and proposals. The Estimating Manager reports to the VP Director of Operations but would also work with SCI’s Shareholders, Directors, Managers, and other stakeholders to accomplish the specific roles and responsibilities outlined below.

Roles and Responsibilities

Estimating Group Manager

  • Represent SCI in all matters related to the Estimating Group, participate in Management and Production Meetings, and provide critical input and decision making related to estimating processes and concerns, customer feedback, project performance, departmental planning, and business development.
  • Participate in industry related organizations (ex: VSRA), trade shows, seminars, meetings, etc.
  • Recommend and implement strategies that will grow revenue and achieve sustained profitability.
  • Work with SCI Contracts, Accounting, and Department Managers to provide financial and budget analysis.
  • Organize and execute work in a manner that is beneficial to SCI, its customers, and its employees.
  • Foster a positive, productive, healthy, and rewarding work environment.
  • Develop, mentor, and train Estimating Group Employees.
  • Ensure all SCI personnel providing quotations are trained and qualified.

Estimating Process Management 

  • Ensure all customer requirements are fully identified, free of ambiguity, documented, properly flowed down to internal and external stakeholders, understood by personnel providing quotations, and within SCI’s capability prior to issuance of an offer/proposal.
  • Work with Department Managers and Quality Representatives to: review requests for quotes (RFQs), solicitations, professional service agreements, contracts, specifications, drawings, internal, statutory, or regulatory requirements, and any other considerations; validate SCI’s capability to perform the requested scope of work in terms personnel, company, and sub-contractor/vendor qualifications, capabilities, and capacity; develop labor and material estimates, quotes, and/or formal proposals; and track project costs.
  • Work with customers to define and clarify the scope and scale of work to be performed and report product or project costs.
  • Integrate estimating processes into SCI’s Customer Relationship Management (CRM) and Enterprise Resource Planning software tools and use other computer software as needed to fulfill Estimating Group requirements and calculate/develop cost estimates.
  • Develop or modify procedures, process requirements, quality plans and/or work instructions as required to standardize and document estimating/review processes.

 Qualification and Education Requirements

  • Minimum of 8 years of direct experience in project related estimating.

             o Typical skills include but are not limited to: preparing material and labor cost estimates for large projects, managing bids from sub-contractors/vendors, preparing detailed cost analysis, delivering customer presentations, and compiling and recording actual costs.

  • Minimum of 4 years of experience managing/leading subordinates – or - project management.
  • Minimum of 4 years of experience working in ship yards, ship repair industries, or other similar industries.
  • Bachelor’s Degree (or a minimum of 4 years of related experience) in one of the following fields: mathematics, finance, accounting, statistics, engineering management, project management, or other related field.
  • Professional certifications in relevant estimating fields will receive higher consideration.

  • Possess strong leadership skills
  • Demonstrated interpersonal and organizational skills. 
  • Proficient in mathematics, statistics, and data analysis. Must be able to use/interpret statistical data.
  • Advanced knowledge of construction and engineering processes.
  • Ability to read and interpret specifications and drawings.
  • Possess writing and strategic planning skills.
  • Must have excellent written, communication, and interpersonal skills to interface with customers, sub-contractors/vendors, and personnel throughout SCI.
  • Must have excellent computer/software skills with specific experience using analytic tools, spreadsheets, database management software, and presentation tools.
  • Satisfactory background check for compliance with regulations and on-site entry standards enforced at customer sites

Additional Requirements

  • Must have a valid driver’s license
  • Must be able to pass a drug screening test

Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, and photocopiers.

Travel

Travel to job sites will be required to meet with customers and project personnel to gather information and discuss project requirements. Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected. All travel is performed in accordance with SCI’s travel policy including a signed acknowledgement prior to travel and reported through SCI expense report software.

Physical Requirements

  • Ability to lift, carry and transport equipment and boxes weighing up to 50lbs     
  • Bending/squatting/kneeling/stooping/crouching/crawling/twisting up and walking up to 8-10 hours per day
  • Standing- must be able to stand or sit in one place up to 8-10 hours per day
  • Hearing-periodically must be able to work in loud environments
