William W. "Bill" Crow

President

Bill Crow assumed the Presidency of VSRA in September, 2012. His experience in the maintenance and modernization field in the Virginia ports is extensive, including Commanding Officer positions at Naval Amphibious Base Little Creek and later the Joint Expeditionary Base; Executive Officer of Naval Station Norfolk.  After retiring from 30 years of service as a Naval Captain, he was a Senior Naval Consultant for McKean Defense Group. His knowledge of the ship repair industry, coupled with his reputation for being a collaborative leader, are strong contributions to the continued success of the Virginia Ship Repair Association's focus on being the "Strength Behind the Fleet."

Sylvia Bell

Sylvia Bell

Office Manager / Member Services Coordinator

Sylvia Bell is our Office Manager and Member Services Coordinator.  She joined the VSRA Staff in October 2010. She is responsible for directing and coordinating office services and related activities. She coordinates membership services and provides support to members as needed. Born and raised in Hampton, she is a native of Hampton Roads. She serves our administrative team using her management, organizational and administrative skills developed throughout her more than 40 years of administrative experience. She is the mother of 5 grown children, and five adorable grandchildren who call her Nana, and one spunky little doggy named "Bear."  Her greatest joy in life is spending quality time with her family.

Sallena Nikitas

Sallena Nikitas

Training Director

Sallena Nikitas provides administrative, clerical and coordination support to the Training Department of the organization, and other programs as needed to include: Foundation events, general office support and growth initiatives.  Born and raised in Northern Virginia, Sallena has lived in Hampton, VA since 1985, and is a graduate of Kecoughtan High School. She holds a BS in Business Administration Management from Radford University. At home, Sallena has been married to her high school sweetheart, Brian, for 20 years, is a proud mom to 3 wonderful children.

Edna Bagtas

Bookkeeper

Edna Bagtas is an accountant born, raised, and educated in the Philippines. She joined VSRA in March 2019 as the Bookkeeper. She is responsible for Virginia Ship Repair Association’s general ledger and the accompanying financial reports. She brings to the table her 20+ years of experience in the Accounting profession both from for-profit and non-profit entities.

When not crunching numbers, you will either find her in her backyard tending to her vegetable garden or in the kitchen cooking the family’s favorite dishes or on her favorite sofa reading a good book. She is married to her wonderful husband, Ed, and a proud Mother to two beautiful daughters, Aster Nadine and Lianna.

Joe Frommelt

Development and Programs Manager

Joe Frommelt is our Development and Programs Manager.  He joined the Staff in March 2022 bringing his 30 years of naval service and is excited to work with the VSRA membership to serve the Ship Repair Industry. He is tasked with implementing and enhancing new business, programs, and events that support the strategic goals of the VSRA & VSRF. Joe works closely with the VSRF Board of Directors to develop workforce initiatives to benefit the Association membership and Ship Repair Industry at-large.

Carina Phillips

Carina Phillips

Outreach Coordinator

Carina is our Outreach Coordinator, joining the staff in 2022. She executes the organization’s Outreach programs as well as overseeing a wide variety of committees, and events.

Carina grew up in the Central Valley of California, near NAS Lemoore.  In 2004 she found her way to the Hampton Roads area of Chesapeake. This is where she met her husband and in 2005 began the life of a Navy Wife. Their first duty station was in Brunswick, Maine (2005-2008),  Lemoore California, (2008-2012) While there in California Carina attended West Hills Community College and got her AA in Business Bookkeeping. They continued their journey with the Navy to Honolulu, Hawaii (2012-2016),  As with most Navy lifestyles there came yet another move, brining them back to Hampton Roads in 2016.

Carina has over 20 years of management experience, to include event planning, and organization to ensure all is ran well under her watch.  In her spare time Carina enjoys photography, working in her garden and traveling with her husband Chris and Jack Russle Terrier, Nalla.

Billy Bingham

Billy Bingham

Communications and Marketing Director

Billy Bingham took on the role of Communications and Marketing Director at VSRA in August 2023. With a background in marketing and educational media, Billy's knowledge of marketing strategies and media channels will assist in increasing general awareness of VSRA. Billy is a Hampton Roads native and a graduate of Kempsville High School. At Baylor University, Billy earned a BA in Film and Digital Media and Media Management in the Summer of 2020. In Billy’s spare time, he enjoys running, playing board games, and exploring various local restaurants.

Anika Clickener

Anika Clickener

Staff & Administrative Support

Anika Clickener joined VSRA as Staff & Administrative Support in February 2024. She assists in various areas of the organization as needed to increase productivity and efficiency. Being the first person you see when you walk into the office, she always welcomes you with a smile and offers you a hot cup of coffee. In May 2023, she graduated from Christopher Newport University with a Bachelor of Science in Business Administration - Marketing and relocated from Fairfax County to Virginia Beach shortly after. She has a strong passion for graphic design, having developed logos for various organizations, designed t-shirts for large-scale events, and produced graphics to promote upcoming events on social media. In her free time, Anika enjoys playing chess and sudoku, crafting new recipes in the kitchen, and seeing the newest movies in theaters.
