Estimating Manager

*This opening is in preparation of the eventual retirement of our current estimating manager.* Summary: The Estimating Manager (EM) reports directly to the Vice President of Marketing. He manages a team of estimators and administrative personnel and directs, schedules, and accomplishes the preparation of all bid estimates, and price proposals for work aboard U.S. Navy, U.S. Coast Guard, MSC, and commercial vessels. He analyzes blueprints, solicitations/Requests for Quote (RFQs), specifications, proposals, and other documentation to prepare competitive, on-time bid estimates to accomplish work considering current and future workloads, labor requirements and resources, cost data, and availability of subcontractor/service providers.   Duties and Responsibilities: Analyze historical cost data using budgetary knowledge to establish reasonable and competitive bids Develop and utilize efficient processes and procedures, as needed Coordinate, develop, compile, and submit detailed information required to provide complete and comprehensive estimates of all labor, material, and subcontractor costs associated with a project Oversee review and evaluation of  all bid specifications, drawings (blueprints) Coordinate and compile competitive pricing and ensure timely availability of materials Project long lead time material requirements using vendor quotes, known work requirements, history and knowledge of typically problematic and long-lead materials Review and analyze subcontractor and vendor quotes to assure quoted price, scope and terms comply with schedule and specifications Assist Subcontracts Manager in the evaluation and selection of subcontractors after award Prepare and negotiate cost estimates for contract change orders as required to support in-process workloads Develop craft labor budgets used for planning and scheduling of the work; analyze subcontractor quotes to determine best value Compare subcontractor and in-house quotes in order to formulate make-or-buy decisions Work with production management to formulate strategy for intended repairs or construction Develop work packages for distribution to production during final bid review Identify and schedule key and critical path work items Assure all price proposals are developed in accordance with the contract or request for quote/proposal, Técnico policies and procedures, and all applicable laws Identify and resolve ambiguities or inconsistencies in specifications or bid packages that could affect cost, prior to contract finalization Provide overview of final bid to management for review of strategy, pricing, execution approach and exceptions taken by Técnico, subcontractors used, etc., and provide overview to production upon award of a contract. Education/Experience Requirements: BA/BS in a related field of study or Shipyard Trade Apprenticeship Graduate, plus 10+ years’ shipyard estimating experience Proficiency in MS Outlook, Excel and Word a must; MS Project a plus In-depth familiarity with NAVSEA standard items and other regulatory body standards and requirements.  Experience in a supervisory position, preferably in a technical or shipyard environment Security Clearance a plus Other Requirements: Physically able to conduct detailed ship checks on board Navy and commercial vessels Excellent interpersonal and communication skills, both oral and written Must be able to obtain Government and Private Shipyard facility security passes EEO / AA / M / F / Vets / Disabled
