Contracts Specialist (II or III)

Summary of duties – The Contracts Specialist (levels II or III) works in a fast-paced defense contractor environment and is responsible for cradle to grave management of assigned contracts/subcontracts. The Contracts Specialist will also be responsible for pricing of various contracts/subcontracts proposals. Specific description of duties • Monitor overall contractual performance to ensure compliance with Prism and Government requirements. • Gather data, organize, review and submit Task scope change documentation in conjunction with the Operations Department. • Review contract/task orders, interpret and communicate requirements to internal customers including Program Managers, Subcontracts Department, and Executive Leadership. • Monitor spending levels and coordinate with Program Manager and Financial Analysts to ensure Limitation of Cost/Funds correspondence is submitted. • Prepare daily, weekly, and monthly reports to ensure status of contract is communicated. • Coordinate and support the Operation, Subcontract and Purchasing Departments for contract and subcontractor requirements. • Ensure all required contractual information is provided to the Set-Up Department and verify accuracy for assigned contracts/subcontracts in Deltek CostPoint. • Accomplish closeout of assigned contracts/subcontracts. Work in conjunction with Subcontracts Department to ensure applicable Purchase Orders are closed out. • Ensure paper and electronic files are prepared and available for review and audit. • Performs other duties as assigned by the Director of Contracts. Additional Skills and Duties • Ensure compliance with company policies, disclosure statements, FAR, CAS, and solicitation requirements. • Prepare, submit, and negotiate cost proposals to government and/or Prime Contractors for current assigned contracts and subcontracts. • Draft/Develop cost narratives and pricing proposals in response to solicitations for new work. • Collect the necessary data to document pricing effectiveness. • Contribute to the development of winning business strategies as a key participant in price-to-win (PTW) strategy. • Participate in proposal Gate Reviews. • Develop pricing instructions for subcontractor proposals. • Manage labor category mapping to the requirements of the solicitation. Analyze adjustments for education and experience requirements. • Collaborate with the Operations Department to clarify the basis of estimates to include performing direct labor rate analysis, business cases, pricing reviews, and the negotiation process. • Support self-assessment audit activities. Education/Specialized Training • Bachelor’s Degree in Business Administration or related field • At least 10 years of proven contracts and pricing experience in DoD/AIT Installations arena • Deltek experience, CostPoint Version 8 a plus. • Extensive FAR/DFAR knowledge • Demonstrated experience with all contract types • Demonstrated experience with complex pricing strategies and structures • Experience with DCAA and DCMA audits and compliance, including Business System Reviews • Must be proficient in Microsoft Word, Excel, and SharePoint • Must be able to work independently and in a team environment • Full time position, some overtime and travel possible Security Clearance • Must possess or immediately obtain and maintain a CAC and SECRET security clearance. Information
Responsible for cradle to grave contract management and administration, to include:
• Ensure compliance with FAR/DFAR, applicable laws, statutes, regulations, contract terms and conditions, and/or company policies and procedures
• Assists with establishing and updating policies and procedures that affect the organization
• Evaluates, develops, negotiates, and submits all cost proposals to government and/or prime contract customers
• Administer assigned contracts/subcontracts to include all day-to-day activities
• Manage and supervise employees within the Contracts Department
• Oversee, negotiate, and execute all Contracts, Teaming Agreements, Memorandums of Understanding, Consulting Agreements, and Non-Disclosure Agreements
• Coordinate with Program Manager and Subcontracts Department for issuance of Requests For Proposals (RFPs) and accompanying terms and conditions for subcontractor support
• Accomplish closeout of assigned prime contracts and subcontracts
• Ensure paper and electronic files are prepared for review and audit
• Work cooperatively with Subcontracts, Accounting, Purchasing, and Operations Department
• Provide contract advice to the program team and monitor program performance for compliance to the contract
• Performs other duties as assigned


Degree/Experience MINIMUM Requirements:
• Bachelor’s Degree in Business Administration or related field
• At least 10 years of experience in DoD Contracting relating to AIT Installation support
• Extensive FAR/DFAR knowledge
• Experience with CPFF, T&M, and FFP types of contracts and subcontracts
• Experience with DCAA and DCMA audits and compliance
• Supervisory experience required
• Must be proficient in Microsoft Word, Excel, and Sharepoint
• Must be able to work independently on a full-time basis, with limited overtime and travel possible
• Must be able to obtain and maintain a SECRET security clearance
• Deltek experience preferred
Compensation
Depending on experience - 70-80K annually. This is an exempt position.
