Subcontracts Manager

The Subcontracts Manager is responsible for the supervision and mentoring of subcontract administrators, preparation and administration of subcontract agreements, proposal support activities, to include the preparation of solicitation packages to subcontractors; supports evaluation of subcontractor proposals, price analysis, negotiation of terms and conditions, issue resolution, and closeout activities. • Creates moderate to complex RFP solicitations, of various types (fixed and flexibly priced) in accordance with government and QED requirements. • Writes and administers subcontracts of various types and complexity. • Coordinates closely with the Contract Manager assigned to program to ensure subcontracting activities and prime contract flow downs are carried out in a manner consistent with prime contract requirements. • Supervises and mentors Subcontracts Administrators supplier proposal responses and conducts price analysis. • Negotiates pricing and terms/conditions with subcontractors. • Regularly interacts with program management, contracts, business development, and with customers, as required. • Must have the interpersonal skills to deal effectively with subcontractor management regarding subcontract issues of varying degrees of complexity and the drive to work issues to resolution. • Must be familiar with Contractor Purchasing System Reviews. Individual must be organized, capable of multi-tasking and working independently with minimal supervision; able to prioritize tasks to meet deadlines, and must maintain extensive verbal and written communications with Government agencies. This position will report to the Director of Contracts and Compliance. Job Requirements/skill sets: Bachelor’s degree in Business Administration OR a related field 8+ years of experience in subcontracts or contracts administration; additional years of relevant experience will be accepted in lieu of degree. Working knowledge of FAR and DFARS. Experience negotiating terms and conditions, strong written and verbal communication, proficient in Microsoft Office. Information
Responsible for all facets of subcontract management and administration, to include:
• Ensure company and subcontractors compliance with FAR/DFAR, applicable regulations, and/or company policies and procedures
• Prepare, perform, and document all phases of the procurement process such as: competitive source selections; prepare solicitations and proposals; evaluate subcontractor proposals including cost/price analysis; negotiate for best value; make award determination
• Subcontract and Purchase Order formation, negotiation, administration, and closeout
• Monitor subcontractor performance and progress to ensure compliance with all subcontract terms and conditions including schedule and delivery, scope of work, and cost
• Resolves issues regarding subcontractor performance, claims, and changes
• Maintain paper and electronic files for review and audit
• Track and report small business achievement and goals
• Work closely with Contracts, Accounting, and Operations Department
• Performs other duties as assigned

Degree/Experience MINIMUM Requirements:
• Bachelor’s Degree in Business Administration or related field
• At least 8 years of related experience in DoD subcontracting relating to AIT Installation Support
• Working FAR/DFAR knowledge
• Experience with CPFF, T&M, and FFP types of contracts and subcontracts
• Experience with DCAA and DCMA audits and compliance
• Must be proficient in Microsoft Word, Excel, and Sharepoint
• Must be able to work independently on a full-time basis, with limited overtime and travel possible
• Must be able to obtain and maintain a SECRET security clearance
• Deltek experience preferred
Compensation
50-60K depending on experience
