Subcontract Manager

SUBCONTRACT MANAGER NEWPORT NEWS, VA JOB SUMMARY: Supports Estimating and Project Management in accomplishing the solicitation and formulation of subcontracts, using associated policies, procedures, methods, operating practices and performance standards for the Company. Essential Functions: Identifies and tracks subcontractor certifications, qualifications, performance and capabilities. Monitors the current capabilities of subcontractors by identifying capacity limitations. Works with Department Manager and Quality Assurance (QA) Department in supporting the vetting of new potential subcontractors. Supports the needs of the Estimating Department by leading the subcontract solicitation process. Develops statements of work and evaluation criteria. Reviews subcontractor proposals. Determines if subcontract pricing is competitive. Populates comparative spreadsheet for analysis. Performs pre-award make-buy analysis, selecting best-value options for subcontracted work. Ensures compliance with cost/price analysis and Truthful Cost or Pricing Data, as required. Leads subcontract solicitation, negotiation (including terms and conditions), selection and award process in accordance with company policy, Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR), and contractual requirements. Supports contract turnover to Project Management. Evaluates subcontractor progress for approval in coordination with subcontractor invoicing. Supports Project Management in monitoring and correcting subcontractor performance issues and assists the subcontractor in resolving issues or concerns identified by Project Management or by the Customer. Supports QA Department in following up with subcontractors on issued Corrective Action Required (CAR) elements. Supports Project and Contract Management in reviewing subcontract modifications and proposals for completeness, compliance, and accuracy and assists them in the negotiation of subcontract modifications and agreements. Evaluates, negotiates, and manages subcontractors to perform to each project’s specifications, quality, budget and schedule requirements, including timely distribution of all deliverables required to fulfill the subcontract. QUALIFICATIONS: Knowledge of Microsoft Office applications and working experience with pivot tables and macros in spreadsheets. Knowledge of the FAR, DFAR and related federal and state legislation and regulations. Excellent oral and written communications. Technical writing skills preferred to support proposals and procurement file documentation. Ability to establish and foster effective working relationships with subcontractor base. Ability to multi-task and work independently, as well as manage across functional teams on subcontract related issues. Ability to work in a fast-paced environment and with varying personalities across all functions. Strong negotiation skills. Effective leadership and interpersonal skills. Experience in or understanding of new business capture and proposals. Experience with scope management and cost estimating, including estimate to complete/estimate at completion (ETC/EAC). EXPERIENCE/EDUCATION: Bachelor’s degree in an associated discipline. College degree may be substituted by 8 years of equivalent experience in Project, Subcontract and/or Contracts Management. Experience in new business capture, including proposals. Physical Requirements: Ability to lift 20 pounds regularly and up to 50 pounds occasionally. Ability to sit and/or stand for extended periods of time. Ability to go aboard US Navy and Military Sealift Command ships. This is NOT a physically demanding position and may accommodate most physical disabilities. There may be occasional lifting of office materials or files weighing not more than 20 pounds. Physical dexterity may be required when operating calculators, copiers, computers and/or other typical office equipment. This position may experience eye and muscle strain, backaches, headaches, and repetitive motion injuries from using computers daily and may have to sit for extended periods while reviewing detailed data. Environmental Conditions: This position works primarily in an office environment but also aboard ships. Aboard the ships, there may be exposure to hostile environments or loud noises or hazardous chemicals or smoke or extreme temperatures. This position may experience eye and muscle strain, backaches, headaches, and repetitive motion injuries from using computers daily and may have to sit for extended periods while reviewing detailed data.
