Contract Administrator II

Position Summary

 

Provide strategic contracting analysis/advice and full life cycle support to Navy clients, including negotiating and administering contracts with the US government and subcontracts with prime contractors across the full range of contract types. Analyze solicitations, provide advice regarding potential business risks and proposal strategies, including compliance with requirements and pricing approach, and review and negotiate terms and conditions of non-disclosure agreements, teaming agreements, contracts, and subcontracts in accordance with the company’s risk policies and procedures and industry best practices. Provide subject matter guidance on all issues related to contracting from pre-award through post-award administration. Ensure appropriate documentation is acquired and entered the company's standard database in a timely manner, develop and maintain relationships with key government procurement officials, and monitor trends in federal procurement and the impact to the portfolio of contracts. Leverage negotiation skills, handle multiple priorities effectively, work with a wide variety of technical and project management staff, leverage general knowledge of financial issues, profit and loss implications, and knowledge of federal procurement topics. Provide day-to-day contracting support for an assigned workload of client contracts, task orders, and proposals. 

Duties & Responsibilities

 

  • Responsible for all phases of contract administration which include participating in proposal preparation, contract negotiation, contract administration, customer activities in accordance with company policies, contract and legal requirements, and customer specifications, and contract close-out.    
  • Review and negotiate Teaming Agreements and Non-disclosure Agreements in accordance with ADTECH procedures.
  • Develop training materials and conduct training with Program Managers and Project Managers.
  • Present contract instructions at internal kick-off meetings.
  • Identify potential adverse compliance issues for resolution.
  • Monitors contract performance to ensure cost, technical, quality, and contractual objectives are being met using independent judgment and creativity for resolution of contract issues.
  • May mentor and train less experienced professionals.

Qualifications

 

  • 3-6 years of experience with the formation and administration of contracts for contractor support services for DoD clients. 
  • Experience with proposals, negotiations, and resolution of issues during contract performance. 
  • Experience in the negotiation of contractual documents. 
  • Knowledge of the FAR, DFARS and other US government procurement regulations. 
  • BA or BS degree, or training in Acquisition and Contract Management preferred.
  • Proficiency in Microsoft Office programs (Word, Excel, and Power Point).
  • Strong analysis and administration capability; effective interpersonal and negotiation skills, sound decision making, and ability to successfully prioritize conflicting demands.
  • Must be a U.S. citizen who is not a dual citizen of any other country.
  • Must have or be able to obtain a security clearance issued by the U.S. DoD.

Additional Information

 

This position is Hybrid - Remote and will require commuting to a designated office. Hybrid work schedules are determined by the hiring manager based on business need.

Information
Responsible for cradle to grave contract management and administration, to include:
• Ensure compliance with FAR/DFAR, applicable laws, statutes, regulations, contract terms and conditions, and/or company policies and procedures
• Assists with establishing and updating policies and procedures that affect the organization
• Evaluates, develops, negotiates, and submits all cost proposals to government and/or prime contract customers
• Administer assigned contracts/subcontracts to include all day-to-day activities
• Manage and supervise employees within the Contracts Department
• Oversee, negotiate, and execute all Contracts, Teaming Agreements, Memorandums of Understanding, Consulting Agreements, and Non-Disclosure Agreements
• Coordinate with Program Manager and Subcontracts Department for issuance of Requests For Proposals (RFPs) and accompanying terms and conditions for subcontractor support
• Accomplish closeout of assigned prime contracts and subcontracts
• Ensure paper and electronic files are prepared for review and audit
• Work cooperatively with Subcontracts, Accounting, Purchasing, and Operations Department
• Provide contract advice to the program team and monitor program performance for compliance to the contract
• Performs other duties as assigned


Degree/Experience MINIMUM Requirements:
• Bachelor’s Degree in Business Administration or related field
• At least 10 years of experience in DoD Contracting relating to AIT Installation support
• Extensive FAR/DFAR knowledge
• Experience with CPFF, T&M, and FFP types of contracts and subcontracts
• Experience with DCAA and DCMA audits and compliance
• Supervisory experience required
• Must be proficient in Microsoft Word, Excel, and Sharepoint
• Must be able to work independently on a full-time basis, with limited overtime and travel possible
• Must be able to obtain and maintain a SECRET security clearance
• Deltek experience preferred
Compensation
Depending on experience - 70-80K annually. This is an exempt position.
