Summary of duties – Operations Personnel Coordinator I applies a thorough knowledge of shipboard systems installation, electronics in engineering design, and development of the operational workforce. Uses forecasts and metric reports in order to hire, develop and manage all deckplate personnel. Provides technical support to upper management in such areas as personnel skillset requirements, training requirements and employee conduct resolution. Exercises discretion and independent judgment of a professional nature to complete personnel management tasks. Serves in lieu of, or in conjunction with, project managers in the execution of resource management for installation assignments. Recommends changes and or refinements for continuous process improvement with regard to the hiring, development and training requirements imposed by industry. Can act in managerial or other similar roles depending on prior work history and or industry knowledge.
Level II
Operations Personnel Coordinator II applies an extensive knowledge of electronics in engineering design, analysis, evaluation, and development of engineering and technical documentation and reports in order to hire, develop and manage all deckplate personnel in a given area. Provides senior technical support to the Project Manager in such areas as personnel skillset requirements, training requirements and employee conduct resolution. Exercises discretion and independent judgment of a professional nature to complete personnel management tasks. Serves in lieu of, or in conjunction with, project managers in the execution of resource management for installation assignments. Recommends changes and refinements for continuous process improvement with regards to the hiring, development and training requirements. Can act as Project Manager or Installation Supervisor. Periodically required to lift/move equipment up to and including 50 pounds.
Specific description of duties:
Level I
- Identifies problem areas for resources and interfaces with the management staff to provide manning solutions to the problem areas
- Oversees the training and development for all deckplate personnel
- Assesses personnel needs, opens job vacancy notices and interviews candidates for all deckplate positions
- Solicits feedback from the management team regarding personnel performance and performs annual reviews for all deckplate personnel
- Conducts briefings and presentations
- Provides technical expertise and support on installation and production needs specifically in regard to resource management
- Well versed in Multi pin / Fiber Optic / RF and other types of connectors, shipboard cableway management, and structural support of C4I or similar systems installations in order to accurately assess specific personnel needs
- Overtime is routinely required but not guaranteed
- Approval and auditing of subordinate timesheets
- Investigates, drafts and administers disciplinary action when applicable
- Attend / support Program Management meetings providing pertinent information relative to continuous workforce needs
- Travel outside the local area may be required
- Perform any other assignments or tasks as needed or requested by management to assist in accomplishing the organization’s mission, objectives and goals.

Level II

- Works closely with Human Resources Management for hiring, promotions, disciplinary action, annual evaluations etc

- Performs engineering, quality, and safety audit / inspections
- Provides technical expertise and support on installation and production needs specifically in regards to resource management
- Provides project status reports including EVM metrics
- Investigates, drafts and administers disciplinary action when applicable
- Well versed in Multi pin / Fiber Optic / RF and other type of connectors as well as cableway management and structural installations of C4I or similar systems in order to accurately assess personnel and candidates for hire
- Overtime is routinely required but not guaranteed
- Travel outside the local area may be required
- Perform any other assignments or tasks as needed or requested by management to assist in accomplishing the organization’s mission, objectives and goals.
Education/Specialized Training:
Level I:
- High School diploma or GED mandatory
- Bachelor’s degree and four years, or Associates degree and six years, or 10 years related experience with at least 4 years in team leadership and or management
- Degree should be in Engineering, Management, or a field related to Personnel Development
- Non-degreed personnel must have 10 years technical experience, with at least 4 in a leadership / management capacity in shipboard installation modification, field change, operation, maintenance, testing, troubleshooting and repair of electrical or electronic systems in accordance with Military Standard procedures
Level II:
- High School diploma or GED mandatory
- Bachelor’s degree and four years, or Associates degree and eight years, or 15 years related experience with at least 5 of those years in a direct supervisory role
- Degree should be in Engineering, Management, or a related field to personnel management
- Non-degreed personnel must have four years technical experience in installation modification, field change, operation, maintenance, testing, troubleshooting and repair of electrical or electronic systems in accordance with Military Standard procedures
- Must have wide-ranging experience in hiring and development of subordinate personnel
Security Clearance:
- Clearance up to secret level may be required
- Must be a U.S. citizen
Certifications/Licenses (as required for the task being performed)
- Cableway certification
- Multi-pin connector certification
- Fiber Optic connector certification
- Required: Possession of an active state driver’s license as must have the ability to immediately drive out to a jobsite.
Physical/Environmental Job Requirements:
Physical requirements for the job may include the following:
- Lifting/moving up to and including 50 pounds
- Routinely climbing several flights of stairs
- Performing tasks in confined spaces
