Engineering Analyst II

Position Title: Engineering Analyst II Work Location: Chesapeake, VA FLSA Status: Full Time, Non-exempt REQ#24_01026A2 Summary of category function Quality Control is a subset of the Operations Management team with the primary responsibility of identifying and correcting any deviations from established quality standards. Engineering Analysts comprise the Quality Control team. Engineering Analysts work closely with the Project Management team to enforce technical quality and procedural compliance. Engineering Analysts must possess a comprehensive familiarity with AIT modernization, TS9090-310 (series) and current NAVSEA Standard Items. Qualified candidates must demonstrate strong interpretation and communication skills and be capable of implementing solutions with minimal direction or supervision. Summary of duties Project Planning and Coordination. Monitor and enforce quality elements for ongoing installation projects by directing corrective actions and verifying completion. Provide instruction to installation leads on compliant QAWB management. Coordinate and manage installation project test plans. Support project team with subcontractor oversight. QMS participation/ CAR response and development. Specific description of duties – Determine efficiency of operations department processes; propose and develop improvements to better support deliverable quality. Manage quality for multiple simultaneous projects as assigned, to include regular surveillance/enforcement of the QAWB and associated technical work. Coordinate support requirements as necessary with Prism Quality Assurance. Support meeting requirements as required. Must be able to communicate clearly and professionally with colleagues, US Navy and client personnel. Perform RMMCO check-in, ensuring all required documentation is accurate, submitted, and approved prior to physical check-in. QMS participation, i.e., process development, CAR response and development. Identifying risks, participate in assessments and mitigation strategies. Collaborate with the management team to ensure project leads have accurate work-scope descriptions in QAWB Section 1 Verify all qualifications, certifications, and training accreditations are current and compliant for both Prism and subcontractor workforces. Ensure approval letters and processes, for both Prism and subcontractors, remain current and appropriate for the work-scope. Familiarity with MS Project is required to verify schedule compliance. Engineering Analysts will verify that physical progress corresponds to reported schedule status. Reference Project schedule to verify planned event coordination, inspections, checkpoints, and Process Control Procedures (PCP) are adequately organized and supported. Coordinate associated POA&M schedule changes. Remove, replace and update all QAWB documentation as necessary. Provide surveillance to safeguard controlled information in accordance with Prism document control procedures. Responsible for maintaining and verifying adherence to the Test and Inspection Plan in accordance with technical compliance and schedule. Remain current with change order management in way of changes to the Test and Inspection Plan. Update the Test and Inspection plan throughout production and submit changes to Prism Quality Assurance. Direct necessary corrective actions to the QAWB and verify satisfactory completion. Direct corrective actions for deficiencies reported during 30/60/90% milestone Quality Assurance inspections and verify satisfactory completion. Perform regular audits on the Test and Inspection Plan to verify compliance with signature requirements, Objective Quality Evidence (OQE) accuracy, and associated QMS Level 4 form statuses. Coordinate and manage G-point inspection schedule in accordance with 009-04 as required. Events may occur after normal working hours and on weekends. Observation of technical workforce: Monitor and report aptitude and skill levels of installation staff. Provide feedback to Operations Management team and participate in resource planning discussions. Perform factfinding and investigative support to identify source(s) of noncompliance; implement and monitor effectiveness of preventative measures. Education / Experience/ Specialized training – High School diploma or GED mandatory. Seven years’ experience in maritime installation/ modernization industry. Conclusive ability to interpret NAVSEA drawings and technical work-scope. Conclusive expertise with all industry related technical guidance references. Experience with ISO model Quality Management System. Security Clearance – Clearance up to Secret may be required. Physical/Environmental Job Requirements – Ability to visit any shipboard location where Prism work-scope is performed, including 010-level compartments, masts platforms, and controlled access areas. Travel is required.
