RCC Data Analyst

JOB DESCRIPTION: The RCC (Request for Contract Change) Data Analyst work is focused in the following areas: metrics, lessons learned, risk, and process improvement. The RCC Data Specialist researches and compiles key information used to support requests for amendments, additions, deletions, or new template development for work items (WI) to help identify cost avoidance measures for work solicited for execution. The candidate will conduct structured analysis of Requests for Contract Change and work with other analysts to glean lessons learned.

JOB DUTIES:

  • Analyze monetary growth changes associated with ship maintenance availabilities, develop trend analysis, and provide feedback.
  • Analyze interacting operational activities and government availability entities to obtain a quantitative rational basis for RCC decision-making and resource allocation.
  • Assist with the collection, processing, and reviewing of RCC information for lessons learned and best practices.
  • Engage in briefs and after-action review processes to develop key lessons and processes to apply them to future availabilities.
  • Provide recommendations to enhance joint force readiness and effectiveness by contributing to improvements in doctrine, organization, training, material, leadership and education, personnel, facilities, and policy.
  • Develop/maintain RCC data folders for active availabilities utilizing government and industrial databases such as Navy Maintenance Database (NMD).
  • Update and maintain monthly RCC matrix of availabilities for use during QPR internal/external management review.
  • Develop and maintain various performance metrics and improve processes. 
  • Responsible for timely completion of documents and/or work requests.
  • Provide timely and accurate document processing support utilizing work processes and standards; maintain thorough knowledge of all firm-supported software packages in order to provide maximum support.

 

JOB REQUIREMENTS/SKILLSETS:

  • Must be proficient with Microsoft Suite (Excel, Word, PowerPoint, etc.) and Foxit PDF Editor.
  • Must be able to conduct and coordinate detailed/forensic research efforts on complex data.
  • Strong communication skills, with an emphasis on written communication, problem solving, analytical and time management skills required.
  • Strong knowledge of the U.S. Navy Maintenance Availability planning processes
  • Ability to establish priorities and work productively with little or no supervision.
  • Must be organized and detail oriented.
  • Ability to learn quickly and prioritize tasks in a fast paced and dynamic environment.
  • Proficiency/Familiarity with an Electronic Document Management system preferred.
  • Familiarity with DoD databases (NMD, NSEDR, TDMIS, CORETL) and ship maintenance and modernization preferred.
  • Detailed knowledge of Joint Fleet Maintenance Manual (JFMM) requirements (E2E processes).
  • Detailed understanding of U.S. Naval Ship Maintenance and Modernization processes, cycles, and objectives.
  • Detailed knowledge of shipyard industrial processes.
  • Strong understanding of Critical Path Analysis/determination processes and techniques.
  • Must have an understanding of schedule development; primarily regarding project milestones and the ability to develop, present and justify recommendations to meet duration specific requirements of the assigned projects.
  • Strong understanding of Project Risk Management, i.e. Risk Identification, Risk Evaluation and Risk Mitigation.
  • Must be able to develop an overall technical analysis and present it with a business approach.
  • Familiarity with USN Engineering Drawings, technical manuals, and other technical directives.
  • Physical ability to climb ladders and transit decks on Navy vessels and the harsh environments found in shipyards and shipboard compartments.
  • Ability to lift, carry, and transport heavy equipment and boxes. The exact weight requirements will be determined by the specific job, but no less than 30 lbs.

EDUCATION: Individual shall possess a High school diploma or GED, trade or industrial school, or a graduate of military technical school’s “A” and “C” schools.

SECURITY CLEARANCE: This position requires US citizenship and will be subject to a security investigation, must meet the eligibility requirements to obtain, and maintain a Secret Clearance issued by the US Government. In addition to the security clearance, this position may require an additional background screening for base access.
