Position Overview

We are seeking an experienced and motivated EHS Manager to lead our Environmental, Health & Safety programs in a fast-paced ship repair environment. This role directly manages Safety Supervisors and Technicians while driving compliance, continuous improvement, and safety culture across operations. The ideal candidate will bring extensive knowledge of OSHA maritime standards, NAVSEA requirements, environmental compliance, and occupational health programs, and will be certified to deliver OSHA 10 (Maritime) training.

Key Responsibilities

Leadership & Management

  • Directly manage and control all functions of Safety Supervisors and Technicians within assigned areas, including onboarding, training, and professional development.
  • Provide technical and leadership support to Safety Supervisors, Safety Technicians, production teams, and corporate personnel as necessary.
  • Collaborate with Human Resources, Department Leaders, Project Managers, and Superintendents to ensure integration of safety practices into daily operations.

Compliance & Safety Programs

  • Develop, implement, and maintain EHS programs in compliance with OSHA, EPA, NAVSEA Standard Item requirements, and customer contract specifications.
  • Conduct routine walk-throughs and inspections, including prime contractor safety inspections.
  • Participate in resolving Corrective Action Reports (CARs)/Non-Compliance Reports (NDRs) and generate corrective action plans.
  • Maintain meticulous records and documentation to ensure compliance with company, customer, state, and federal safety requirements.

Training & Development

  • Serve as an OSHA 10 (Maritime) Authorized Trainer, delivering required training and new-hire safety orientations.
  • Lead training and development programs in areas such as PPE, fall protection, strain reduction, housekeeping, and injury prevention.
  • Assist in developing corporate safety programs, training modules, and company-wide EHS objectives.

Incident Prevention & Analysis

  • Conduct routine analysis of safety trend data and implement solutions to prevent injuries, fires, and hazardous materials incidents.
  • Perform root cause analyses for incidents, near misses, or safety concerns, and write detailed investigative reports.
  • Identify safety trends and develop corrective measures, ensuring long-term improvements.

Other Duties

  • Coordinate and oversee environmental compliance programs including hazardous waste, stormwater, and air quality.
  • Work effectively across all operations sectors to maintain full safety program compliance.
  • Rely on critical thinking, problem-solving, and professional judgment to achieve goals.
  • Ensure readiness and professionalism for customer, DoD, and regulatory audits.

Qualifications

  • Bachelor’s degree in Occupational Safety, Environmental Science, Industrial Hygiene, or related field (preferred).
  • Minimum 5 years of EHS experience in ship repair, shipbuilding, construction, or heavy industrial environments.
  • OSHA 5400 course completion required.
  • Competent Person Training in accordance with NAVSEA Standard Item 009-07.
  • Must have successfully completed the following OSHA Training Institute (OTI) courses (or NAVSEA-approved equivalents):
  • 5410 – Occupational Safety and Health Standards for the Maritime Industry
  • 3095 – Electrical Standards
  • 3115 – Fall Protection
  • 521 – OSHA Guide to Industrial Hygiene
  • Strong knowledge of OSHA regulations, occupational health standards, EPA regulations, and NAVSEA Standard Item requirements.
  • Experience in training and development related to EHS programs.
  • Professional certifications strongly preferred (e.g., CHST, CSP, CIH, COSS, BCSP credentials).
  • Ability to write clear, detailed reports and conduct thorough root cause analyses.
  • Advanced computer proficiency (Microsoft Office Suite, Adobe Acrobat).
  • Excellent communication skills (oral & written), with ability to train, lead, and influence teams at all levels.
  • Must be able to gain access to all regional shipyards (BAE, MHI, NOB, NNSY, NASSCO, Little Creek, etc.).
  • Ability to obtain and maintain a DBIDS badge.
  • Reliable transportation required.

Work Environment

  • Work will be split between an office environment and shipyard project sites.
  • Must be able to work under pressure in a fast-paced environment with frequent travel.
  • Exposure to extreme temperatures, high noise levels, fumes, airborne particles, hazardous machinery, heights, wet/humid conditions, and toxic/caustic chemicals.
