JOB SUMMARY:
Manages operations across all divisions related to material handling, receipt, storage, organization, receiving, order fulfillment, inventory control, tool room, calibration, and shipments to the company’s customers. Ensures key performance indicators for safety, quality and delivery are met. Oversees the efficiency and continuous improvement of the material handling operations. Ensures that workplace health and safety requirements are met. Responsible for the security of the building and stock. Works closely with Facilities, Operations, Planning, Program Management, and Procurement departments and functional areas.
Essential Functions:
- Manages and controls all government, customer and company-owned material and property (Property).
- Oversees incoming receipt and outgoing shipment processing for property per procedures and customer contract requirements.
- Ensures that all property is put into the correct tracking systems and all documentation is updated accurately and timely in electronic files.
- Ensures Government Property is secure, and records where all located materials are accurately stored.
- Maintains responsibility for any internal or external inventories and audits. Schedules sampling inventories throughout the year.
- Works closely with the Government Personnel in closing out any Government Contracts by supplying the information needed so property can be transferred or dispositioned correctly.
- Controls all required data provided by the government to be entered into the Procurement Integrated Enterprise Environment (PIEE).
- Ensures all instructions from the Plant Clearance Officer are followed for the disposition process.
- Prepares all reports requested by the Government, Customer or Company personnel.
- Ensures tools and equipment issued by the department are in good working order and are calibrated on schedule.
- Maintains and updates ECRPO Tool Room database and ensures conformance with established Tool Room management system for tool number assignments, issuing, returns, adding tools, tool reports, etc.
- Maintains accuracy of tool room database for housing information on equipment and rentals for all Divisions.
- Monitors and ensures conformance with established consumable replenishment system and project cost accounting practice for the respective tool rooms.
- Safeguards warehouse and tool room operations and contents by monitoring security procedures and protocols.
- Determines the root cause of non-conforming work practices. Develops and implements sustained corrective actions which align with organizational objectives.
- Leads and develops the team to deliver unparalleled customer service, functional knowledge and an embedded safety culture.
- Resolves any problems or complaints.
- Maintains high levels of accuracy in daily operations.
- Supports, communicates and defends the mission, values and culture of the company.
QUALIFICATIONS:
- Knowledge of Microsoft Office applications and working experience with Excel spreadsheets and Power Point presentations.
- Knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFAR) and related federal and state legislation and regulations related to Government property and material.
- Excellent oral and written communication skills.
- Ability to establish and foster effective working relationships with internal and external customers.
- Ability to work independently, as well as manage across functional teams and divisions on material-related issues. Multi-tasking is a crucial skill required for success.
- Ability to work in a fast-paced environment with varying personalities across all functions.

EXPERIENCE/EDUCATION:
- Bachelor’s degree in Supply Chain, Logistics, Business, Industrial Operations or an associated discipline. Four years related experience may be considered in lieu of degree.
- Experience in government property, contractor furnished material or customer furnished material.
- Experience in leading small teams.
- Experience with inventory reconciliation and tool room operations.
- Ability to pass a background check for access to military bases.
Physical Requirements:
- Ability to lift 20 pounds regularly and up to 50 pounds occasionally.
- Ability to sit and/or stand for extended periods of time.
- Ability to go aboard US Navy and Military Sealift Command ships.

Environmental Conditions:
This position works primarily in an office environment but also in the warehouse and rarely aboard ships. Aboard the ships, there may be exposure to hostile environments or loud noises or hazardous chemicals or smoke or extreme temperatures. This position may experience eye and muscle strain, backaches, headaches, and repetitive motion injuries from using computers daily and may have to sit for extended periods while reviewing detailed data.
During work-site visits, will be required to wear appropriate PPE including, but not limited to:
Hard hat
Ear plugs or attenuator
Safety shoes
Dust mask or respirator
