Estimating and Planning Manager

JOB SUMMARY

The Planning & Estimating Manager analyzes and compiles data on every factor of ship repair that may affect cost. This position is responsible for taking a ship repair project and breaking down all expenses including materials, labor, and other resources and will plan project budgets and track expenses through the life of the project. The Planning & Estimating Manager will review the preliminary plans and ship repair drawings for the project and takes into account all materials, personnel, and other resources needed to complete ship repair. The job duties will vary based on the type of project being estimated.

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

  • Reviews SOW for clarity, completeness and timeliness and analyzes whether to pursue or not pursue job.
  • Works with Production, Safety and Quality Managers to determine resources required and critical paths before bidding or estimating job.
  • Conducts thorough research for validation of resource needs and possible critical path disruptions.
  • Prices & Processes RCC’s and CFR’s as needed to support Production.Track / update all incoming RFQ’s
  • Mark up work specification for each RFQ with all required enclosures
  • Conduct ship checks as required
  • Keep Bid tracker sheet updated
  • Coordinate with Purchasing Manager in developing bid packages.
  • Develop and manage schedule for bid reviews.
  • Submit bid packages.
  • Maintain drive for all P/E functions.
  • Develop a tracker to monitor active P.O.s to track expiration.Coordinate with the QA department for incoming material.
  • Investigate and bid open Request for Quotes/ Proposals (RFP’s) and author AIT’s responses within the requested timelines.
  • Attend all scopings and represent company for all planning and estimating meetings
  • Maintain pipeline for future opportunities
  • Source opportunities

QUALIFICATIONS AND REQUIREMENTS

  • At least 3 years of experience in ship repair/maritime operations
  • Strong knowledge of naval vessel repair standards
  • Expertise in estimating labor, materials, and subcontract costs
  • Proficiency in Microsoft Office and estimating systems

WORK ENVIRONMENT

General office environment. Work is generally sedentary in nature but may require standing and walking for up to 10% of the time. Lighting and temperature are adequate, and there is minimal exposure to hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
