Program Manager

Program Manager - Norfolk VA We are currently seeking an experienced Program Manager for our Norfolk, VA office. The Program Manager will be directly responsible for efficient and profitable management of the Company’s East Coast and overseas shipboard and shore-based repair, alteration, modernization and installation efforts. This position is a member of the senior leadership team and is expected to have a strong technical knowledge of Hull, Mechanical and Electrical (HM&E) systems and components aboard U.S. military vessels, as well as a thorough understanding of project management including budgeting and scheduling. This position provides management/oversight of all aspects of production activities generated from the Norfolk office and works with other department managers to ensure timely, accurate execution of production activities associated with repair, alteration, installation and modernization program requirements. The Program Manager ensures task availabilities are completed on schedule, within budget and meet the technical requirements of the contracts. This successful candidate will: • Oversee and manage the production team to include Production Manager, Project Coordinators and various tradesmen working at multiple locations in the Hampton Roads area, including shipyards and military installations, as well as other CONUS/OCONUS assigned locations. • Establish objectives, develop requirements, plan schedules and estimate costs. • Achieve operational objectives by contributing information and recommendations to strategic plans and reviews; preparing and completing action plans; implementing production, productivity, quality, and customer-service standards; resolving problems; completing audits; identifying trends; determining system improvements; implementing change. • Serve as the primary liaison for various customer Technical Points of Contact (TPOC) including Port Engineers, Program Managers, ISEA, OSIC, SBS, etc. • Develop Statements of Work (SOW) and estimates, as well as track work status. • Provide support for Quality Assurance department to ensure compliance to all applicable Standard Items and procedures. • Manage and provide technical guidance for all work including: ensure required documentation is acquired and disseminated in accordance with Quality Maintenance Manual and ensure Production Employees are held accountable; ensure Production Manager is trained and held accountable on applicable references and Policies (i.e. NAVSEA Technical Specification 9090.310, , NAVSEA Standard Items, Joint Fleet Maintenance Manual (JFMM), SMS QMS Manual, etc.); hold Production Department accountable on applicable references and policies stated above; and interface with Government ISEA, Planning Yards, and other technical authorities to assist Planning and Estimating with resolutions of technical deviations, LARs and Departures from Specifications. • Participate in Business Development efforts as they relate to proposal review and development, estimating, resource planning, etc. • Accomplish human resource objectives by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation actions; enforcing policies and procedures. • Meet financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions. • Enhance department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments. • Participate in corporate strategic planning activities. • Apply project management theory to real-world business challenges. • Use a process-based approach to achieve organizational goals. • Leverage advanced knowledge and skills to succeed as a program manager. • Demonstrate knowledge of, and supports, mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior. Education & Qualifications • Requires a minimum of five (5) years of experience at the Program Manager level in U.S. Navy HM&E modernization and repair (public or private sector). Experience working in public and private shipyards as an Alteration Installation Team or Subcontractor. • Bachelor’s Degree in Engineering, Engineering Technology, or Business discipline required. Significant shipboard experience as a career U.S. Navy Engineering Duty Officer, Limited Duty Officer, or Senior Enlisted in an Engineering rating may be considered in lieu of degree requirements. • Proficient with MS Project, MS Word, MS Excel, MS PowerPoint, and MS Access. • Must have excellent leadership, business, communication, problem resolution, and strategic planning skills.
