The US Coast Guard issued guidance on how a marine facility regulated by the Maritime Transportation Security Act (MTSA) may redefine its secure area for purposes of the Transportation Worker Identification Credential (TWIC) program if significant portions of the facility have non-maritime-related functions and such portions can be effectively separated from the portions with maritime-related functions.  TWIC/MTSA PAC Policy 01-08.  Note: This document may be accessed by going to Homeport, clicking on “TWIC” on the right side of the screen, and then clicking on “Policy Advisory Council Decisions” near the bottom of the screen.  (1/7/08).
The US Coast Guard issued guidance stating that federal officials and law enforcement officials are not only allowed to gain unescorted access to MTSA-regulated vessels and facilities without a Transportation Worker Identification Credential (TWIC), they are also allowed to serve as escorts for other individuals without TWICs who require entry into secure areas.  TWIC/MTSA PAC Policy 02-08.  Note: This document may be accessed by going to Homeport, clicking on “TWIC” on the right side of the screen, and then clicking on “Policy Advisory Council Decisions” near the bottom of the screen.  (1/25/08).
The Department of Homeland Security issued the TWIC Dashboard to provide point-in-time program information on enrollment and adjudication statistics and other relevant information relating to the Transportation Worker Identification Credential (TWIC) program.  As of February 27, a total of 190,447 individuals had pre-enrolled and 120,148 individuals had completed the enrollment process.  A total of 45,309 TWIC cards have been printed and, of these, 24,173 have been activated.  Initial disqualification letters were issued to 2,033 individuals.  Appeals were requested in 952 cases, of which 705 were granted.  Waivers were requested in 61 cases, of which 8 were granted.  No hearings have been requested before an Administrative Law Judge (ALJ).  Final disqualification letters have been issued to 14 individuals.  Note: This document may be accessed by going to Homeport, clicking on “Port Directory” near the top of the page, selecting “Corpus Christi”, and then clicking on “TWIC Dashboard” located under “Homeland Security”. Temporary Workers Suffer More Injuries - NIOSH Study Shows

Part-time, temporary or contract workers are at a higher risk of occupational injuries and illnesses than other workers, according to a new study conducted by NIOSH researchers.

"Contingent Workers and Contingent Health," published in the Journal of the American Medical Association, highlights several areas in which temporary workers are more prone to injuries:
  • Fatal occupational injuries are twice that among the self-employed.
  • 19 percent of day laborers reported work-related injuries, compared with less than 5 percent of workers in all private industries.
  • Contract coal miners with at least 15 years of tenure had more evidence of black lung than noncontract coal mine workers.
Researchers speculated that personal health could be a factor in why contingent workers are more likely to become injured or ill on the job, as the unpredictability of job schedules may contribute to poor eating and exercise habits. Additionally, contingent workers were more likely to have lower incomes and fewer benefits, according to NIOSH.

MARAD Small Shipyard Assistance Program Application Deadline 2/25/08

MARAD - Assistance to Small Shipyard Grant Program Amended
The US Maritime Administration (MARAD) issued an amendment to its earlier announcement of the establishment of a new grant program to provide assistance to small shipyards. The amendment clarifies the scope of the program and explains that, if the small shipyard does not have audited financial statements, it may submit financial statements compiled by an independent Certified Public Accountant. 73 Fed. Reg. 8397 (February 13, 2008).

OSHA National Emphasis Program (NEP) for Silica

WASHINGTON -- The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) today announced a new National Emphasis Program (NEP) to target worksites where employees are at risk for developing silicosis.
"Exposure to silica threatens nearly two million American employees annually," said Assistant Secretary of Labor for OSHA Edwin G. Foulke, Jr. "Under this program, OSHA will work diligently to maximize the protection of employees and eliminate workplace exposures to silica-related hazards."
The NEP compliance directive builds on policies and procedures instituted in the 1996 Special Emphasis Program and includes an updated list of industries commonly known to have overexposures to silica; detailed information on potential hazards linked to silica and about current research regarding silica exposure hazards; guidance on calculating the Permissible Exposure Limits (PELs) for dust containing respirable crystalline silica in the construction and maritime industries; and guidance on conducting silica-related inspections.
Two additional elements included in the directive are an evaluation procedure for recording reductions of employee exposures to silica, as well as information on outreach programs, partnerships and alliances with employers to share resources and training to reduce employee exposures.
Silicosis is a disabling, nonreversible and sometimes fatal lung disease caused by breathing in a large amount of crystalline silica. Visit www.osha.gov for more information on hazard recognition and possible solutions to silica exposure.

TWIC Deployment Website Launched

TWIC Stakeholders,
The TWIC Deployment Team is pleased to announce the launch of the new TWIC Deployment Website:
twicinformation.tsa.dhs.gov
This website was created to help stakeholders easily find information relating to TWIC Enrollment Center locations and hours of operation, access port-specific and generic communication materials that can be printed and distributed around the port community, and find answers to common FAQs relating to enrollment. It contains links to other important TWIC-related websites such as the TWIC Pre-Enrollment website, TSA's TWIC Program website, and USCG's Homeportwebsite. 
Included below are tips to help TWIC stakeholders navigate the website:
1. Do not type "www" before the website address. The full address is http://twicinformation.tsa.dhs.gov
2. Under the Schedule tab, ports are listed alphabetically. If a port is open for pre-enrollment, stakeholders will be able to click on the port's name and access port-specific materials as well as a map of the enrollment center location.
3. Twicinformation.tsa.dhs.gov will continually be updated to reflect possible changes to enrollment center addresses and hours of operation. Please check in frequently for updates on the TWIC program and for your specific port location. www.tsa.gov/twic will continue to operate as an additional source of information for the TWIC program.

OSHA MACOSH Meeting Scheduled March 18-20

The next MACOSH meeting has been scheduled for March 18 to 20, 2008 in Houston, TX.

DATES: On Tuesday, March 18, 2008, the Shipyards, Longshoring, and Cranes and Falls workgroups will meet. On Wednesday, March 19, 2008, the Health and Outreach and Safety Culture workgroups will meet. MACOSH will meet on Thursday, March 20, 2008, from 8:30 a.m. until approximately 5 p.m.

Discussions may include the traffic safety in marine terminals guidance document, the roll-on roll-off cargo guidance document, the International Maritime Organization’s initiative on cargo-lashing safety, and the flat-rack guidance document.
  • The Cranes and Falls workgroup will meet on Tuesday, March 18, 2008, from 2:15 p.m. until 3:15 p.m. in Salon 2. Discussions may include working over water from aerial work platforms, working under a suspended load, and the barge safety guidance document.
  • The Health workgroup will meet on Wednesday, March 19, 2008, from 8 a.m. until 10:30 a.m. in Salon 3. Discussions will include radiation exposure in marine terminals.
  • The Outreach and Safety Culture workgroup will meet on Wednesday, March 19, 2008, from 10:45 a.m. until 1:15 p.m. in Salon 3. Discussions may include leading indicators, substance abuse, and the longshoring and shipyard pocket guides.
  • MACOSH agenda: The agenda will include: an OSHA activities update, reports from each workgroup, and a review of the minutes from the previous meeting.

TWIC Enrollment Center Opens in Hampton Roads

The Transportation Security Administration (TSA) has announced the following information regarding the opening of the first TWIC enrollment center in the Sector Hampton Roads area.

Online pre-enrollment for the center is open and can be accessed by visiting www.tsa.gov/twic. Pre-enrollment is highly recommended to facilitate the smooth operation of the enrollment center.  We have been advised those with appointments will be taken before walk-ins.
 
In addition to the fixed enrollment center, mobile enrollment centers will be available at various locations during the enrollment period.  If you are interested in hosting a mobile enrollment center, please contact Mr. Kevin Abshire of Lockheed Martin at 571-480-1879.

OSHA Hex-Chrome Compliance Directive

OSHA issued the OSHA Chorme (VI) Compliance Directive on January 24, 2008.  This document explains the directions OSHA's Federal Office is giving to their Inspectors for Hex-chrome inspections.
