The November General Membership Meeting will be held on Tuesday, November 14, 2017 at the Portsmouth Renaissance Hotel. CAPT David Bauer, Commanding Officer, SURFMEPP will be the guest speaker.
As the Commanding Officer of the Surface Maintenance Engineering Planning Program (SURFMEPP), Captain Bauer leads a world class, world-wide organization that provides centralized surface ship life cycle maintenance engineering, class maintenance and modernization planning, and management of maintenance strategies for all U.S. Navy surface combatants.
Captain Bauer enlisted in the Navy in March 1986 as a Submarine Nuclear Electrician. He served on MARIANO G VALLEJO (SSBN 658) and DANIEL WEBSTER (SSBN 626), reaching the rank of EM1(SS) and completing six Ballistic Missile Strategic Deterrent Patrols. He was selected to the Enlisted Commissioning Program in 1992 and attended The Ohio State University. He graduated with honors, earned a BS in Mathematics, and was commissioned in March 1995.
Since commissioning, he has completed operational tours onboard USS ARLEIGH BURKE (DDG 51), USS KAUFFMAN (FFG 59), USS CARR (FFG 52), USS NASSAU (LHA 4), USS IWO JIMA (LHD 7) USS BARRY (DDG 52), and USS OAK HILL (LSD 51). During these tours, he completed 7 major deployments including two to the U.S. FOURTH FLEET AOR in support of SOUTHERN PARTNERSHIP STATION, SOUTHERN EXCHANGE and the National Strategy to Counter Transnational Organized Crime (C-TOC). CAPT Bauer’s innovative ship employment and successful tactics while in command of OAK HILL resulted in the interdiction of $472 million dollars of illicit drugs and earned him the CNSL Award for Excellence in Unit Tactics in 2012.
Ashore, CAPT Bauer earned a Master’s degree in Systems Engineering and Integration at the Naval Postgraduate School in Monterey, where he was instrumental in the development of the Littoral Combatant Ship (LCS) concept. He later served as the Operational Test Director for LCS, Vertical Takeoff and Landing Tactical Unmanned Aerial Vehicle (VTUAV) and Unmanned Combat Aircraft System (N-UCAS) programs at COMOPTEVFOR. He completed an 11 month Individual Augmentation serving as the Electronic Warfare Officer for the 3rd Infantry Brigade Combat Team, 25th Infantry Division at FOB Warrior in Kirkuk, Iraq.
As an Acquisition Professional, CAPT Bauer has led multiple ship sustainment organizations at Naval Sea Systems Command while serving as the Deputy Acquisition and Financial Manager and LCS Deployment Coordinator in PMS 505 LCS Fleet Introduction and Sustainment, the MAAC Division Director in PMS 470, the Surface Ship Readiness Director in PMS 443, and now Commanding Officer of SURFMEPP.
