AUGUST GENERAL MEMBERSHIP MEETING: Senator Tim Kaine Presents to VSRA Membership

On August 15, 2023, a significant event took place at ODU's Chartway Arena, Big Blue Room - the August VSRA General Membership Luncheon. The distinguished guest speaker, US Senator Tim Kaine, was welcomed by VSRA Chairman Bill Crow, who offered appreciative words of introduction, acknowledging Senator Kaine's leadership and friendship. The occasion also drew attention due to the presence of Congressman Bobby Scott, a seasoned figure in the Virginia Delegation, recognized by Senator Kaine for his valuable contributions.

Senator Kaine, a key figure on the Armed Services Committee and the subcommittee on Seapower, initiated his discourse by underlining the pivotal role the committee plays in safeguarding Virginia's interests. Given his personal connection with the military as a parent of a service member, he highlighted the committee's significance. He commended the ongoing partnership between the Virginia Ship Repair Association and expressed confidence in its continual growth.

With insight into the Armed Services Committee's inner workings, Senator Kaine emphasized its inclusive approach to handling bills. He talked about the “old-fashioned” status the committee has where they allow everyone in the committee to speak and talk about any amendment they want added to a bill and the nonpartisan they have in order to benefit the armed services.

Senator Kaine's presentation was structured around four themes: “Allies,” “Workforce,” “Leadership,” and “Budget.”

He applauded the network of US allies, emphasizing NATO‘s response to Russia's aggression in Ukraine and Finland and Sweden joining NATO. The Senator supported the administration's focus on reinforced alliances, exemplified by the AUKUS pact involving the US, UK, and Australia. This pact, designed to counter Chinese aggression and bolster stability in the Pacific, presented avenues for shipbuilding and repair, aligning with Senator Kaine's vision of elevated alliances driving growth in this sector. Senator Kaine also mentioned relationships with Japan and South Korea and recommended applying AUKUS as an example to foster alliances in the Pacific, thereby enhancing regional security.

Transitioning to workforce dynamics, the Senator acknowledged Congressman Scott's contributions to tackling challenges in education and labor. He recognized the existing workforce hurdles and praised innovative attempts by those of the ship repair industry to increase the power of the workforce. Drawing from his own experiences, Senator Kaine highlighted the importance of career technical education and corresponding programs. He cautioned that legislative decisions, those undervaluing technical education, could exacerbate the workforce gap.

Addressing advancement within military ranks and officials, Senator Kaine highlighted bottlenecks and criticized instances where personal motives hindered career progression, specifically mentioning Senator Tommy Tuberville. He advocated for intervention by leadership to rectify this damaging practice currently being done. “…If one member of Senate can get in the way of your advancing through the ranks because they’re mad about something you have nothing to do with, what a horrible message to send.”

Turning to financial matters, Senator Kaine advocated for a revised budget calendar synchronized with the regular calendar year. He stressed the need for timely decisions, especially during election years, expressing concern over potential obstacles in budget approval due to disparities between House and Senate budget. In conclusion, Senator Kaine addressed opportunities for military expansion, particularly in shipbuilding and the defense budget. He anticipated a three-month Continuing Resolution followed by productive negotiations, expressing reservations about potential budget-related challenges.

During the interactive Q&A session, Senator Kaine engaged with the audience on topics such as military tuition assistance, the evolving threat posed by China, and his new role in the Seapower subcommittee. His commitment to extending assistance beyond traditional college courses, his apprehensions about China's aspirations, and his goal for a well-balanced approach to his duties in the Seapower subcommittee were discussed.

The luncheon wrapped up with VSRA Chairman Kevin Terry presenting Senator Kaine with a certificate, symbolizing gratitude for his insights and dedication to enhancing the US ship building and repair industry. Senator Kaine's comprehensive address emphasized the indispensability of robust alliances, a skilled workforce, effective leadership progression, and prudent budget management in upholding the Nation's enduring strength and success.
