RADM Shannon provided a brief historical account of the Navy’s Strategic Climate in Security as far back as the Civil War to the present. We are in a new era with the Global War on terror and we can’t follow the historical model for the future of how to build a navy and “You have to maintain to be prepared" he stated. The current CNO is focused on building our Navy today out 100 years moving forward and “Be Ready” is the guidance today. We are taking in more than we have to give and we need to get on the right track from the challenges of budget and sequestration equaling and the result is no money. Our Navy is spread thin over the whole world and wartime happens fast and we must be ready and take advantage of what we have.
The strategy he states is Conception to Cradle- Cradle to Grave. We need to feed the Ship Repair industry so it will be ready and there and have the ability to integrate so many things to solve the problem and get back to the Ship Repairer teaching the operators. We can’t keep doing business as usual we need to evaluate and re-use and make incremental improvements more frequently at lower costs and the Ship Repair industry can help drive the standards.
