JULY GENERAL MEMBERSHIP MEETING

We are pleased to welcome RADM “Dean” Lee, Commander, Fifth Coast Guard District as the guest speaker for the July General Membership Meeting. He will update the membership on current issues in the port of Hampton Roads. 
 
Prior to reporting to the Fifth District, his most recent Flag assignment was Commander, Deployable Operations Group, headquartered in Arlington, Va. As the DOG Commander, Rear Admiral Lee directed 27 deployable, specialized force units and more than 3,000 Coast Guard personnel operating in support of response, recovery and defense operations worldwide.
 
Prior to the DOG, Rear Admiral Lee served as the Chief of Staff at the Seventh District in Miami, FL, where he was promoted to Flag Rank in May 2009. A specialist in Boat Operations and Search and Rescue, Rear Admiral Lee has served in a variety of assignments along the Atlantic, Pacific, and Gulf Coasts. The Fifth Coast Guard District is his sixth Command assignment.
 
Rear Admiral Lee’s prior operational assignments include: Commander, Deployable Operations Group (2009-2010); Commander, Sector North Carolina (2005-2007); Commander, Coast Guard Group Fort Macon (2000-2003); Commander, Group Monterey, California (1995-1997); Commanding Officer, Station Atlantic City, New Jersey (1988-1991); and Assistant Operations Officer at Group St. Petersburg, Florida (1981-1984).
 
His most noteworthy and personally satisfying staff assignment was as the Chief, Office of Boat Forces at Coast Guard Headquarters in Washington, DC from 2003 to 2005. His responsibilities included program management and oversight of the Coast Guard’s 1,800 boats, including the development of operational doctrine, training requirements, and safety parameters related thereto. His duties also included oversight of the National Motor Lifeboat School, the only training facility in the nation specifically dedicated to Heavy Weather boat operations and Surf Training.
 
Other staff assignments include: Chief of Search and Rescue, 5th Coast Guard District, (1998-2000); Chief of the Atlantic Area Command Center (1997-1998); Branch Chief, Search and Rescue Division, Coast Guard Headquarters (1991-1995), and Instructor, Officer Candidate School in Yorktown, VA (1984-1988).

JUNE GENERAL MEMBERSHIP MEETING

Our guest speaker for the June meeting was Ms. Marjorie Mayfield Jackson, Executive Director, Elizabeth River Project, who provided a valuable update on the Learning Barge, the world’s first Floating Wetland Classroom. It is a 120 by 32 foot mobile education center and is powered by sun and wind. Moored throughout the Elizabeth River, the barge serves as an interactive classroom designed to help students of all ages learn how to take care of the River and its resources – with the ultimate goal of helping to make the river swimmable and fishable by 2020. School field trip opportunities for the 2009-2010 school year sold out, serving more than 6,000 students. VSRA, along with its member companies, is leading the effort to compile a detailed maintenance plan for the barge and has coordinated the assistance of the Association’s members’ Apprentice Programs to provide hands-on maintenance support to the barge’s long term maintenance needs – a “win-win” effort.
 
Ms. Jackson presented the membership with a wish list to improve the barge. The list includes:

Ms. Jackson presented BAE Systems, Earl Industries, Crofton Diving, Colonna’s Shipyard, and VSRA with a plaque as a token of ERP’s appreciation for the support of the Learning Barge.

NO AUGUST GENERAL MEMBERSHIP MEETING

We will NOT have a General Membership meeting in August. The annual golf tournament on August 17th will replace the General Membership Meeting.

SEPTEMBER GENERAL MEMBERSHIP MEETING CHANGED

The date and location of the September General Membership Meeting has changed. The meeting will be held SEPTEMBER 14, 2010 at the Virginia Beach Convention Center, in conjunction with the American Society of Naval Engineers’ Fleet Maintenance and Modernization Symposium 2010. Please note that this is the second, not the third, Tuesday of the month. Our guest speaker will be Admiral Gary Roughead, Chief of Naval Operations. Please join us to hear our Navy’s leader and participate in the annual meeting during which the members will elect next year’s board members for VSRA and VSRF.

RECENT NEW MEMBER COMPANY

VSRA ADOPTS LEARNING BARGE

From tugboat companies to shipyards and department stores, it seems everybody wants the Learning Barge to be sage and sound for the 60 students who come aboard each session. 
 
The ship repair community, especially, has rallied to adopt maintenance of the 120-foot barge, the largest environmental education vessel on the lower Chesapeake Bay.
 
“The ship repairers are already some of our stars in reducing pollution on the river, so it is extra special to have them care so much about education of the children as well,” said Marjorie Mayfield Jackson, Executive Director, Elizabeth River Project.
 
After cold weather ended the first field trip season in December, BAE Systems Norfolk Ship Repair – the largest private yard on the Elizabeth – whisked the Learning Barge away by tug for donated winter storage and fin-tuning, including adding 40,000 pounds of ballast.
 
Colonna’s Shipyard has pledged to haul out the Learning Barge every two years and paint the bottom – donated services valued at $20,000. Ireland Marine and Crofton Diving have already moved the barge by tug (she has no motor), and Crofton is donating a regular schedule of dive surveys of the bottom. Earl Industries is helping with maintenance painting and other guidance along with PPG and 3M. Matherne Marine Design donated design of the barge hull and is now providing free help with maintenance oversight.
 
Lowe’s – sponsor of the River Lab aboard – has been donating routing supplies on a monthly basis.
 
Better still, the association with the maritime community is turning the innovative vessel into “yet another opportunity,” notes Robin Dunbar, Program Manager. Virginia Ship Repair Association plans to use the Learning Barge for apprentice classes.

SAFETY SUGGESTION OF THE QUARTER

Charles Mack of Marine Hydraulics, International, submitted the winning safety suggestion, which was to mark safety loops with photo luminescent tape. Safety loops are designed to help prevent personnel from inadvertently falling into a tank or void. The safety loops are currently painted international orange for easy visibility I lighted conditions. By adding photo luminescent tape to the loops, they will also become visible in the event that there is a loss of lighting in the vicinity of the tanks and voids. This, in turn, will further help to prevent any incidents of employees falling into tanks and voids when there is little to no visible light. Another feature for this idea is that when personnel are evacuating a void that has lost lighting, it will assist them by being able to identify how close they are to the tank exit when they look up and see the photo luminescent tape glowing. Congratulations Charles Mack!

2010 ULTIMATE BUILD-A-BOAT CONTEST

This is the seventeenth year ASNE Tidewater has sponsored this boat building contest and race. The event is accomplished in conjunction with Harborfest 2010 and Sikaflex 291 a marine caulking compound that has unusual strength properties in water.  Each team is given wood and Sikaflex to build their own boats.
                       
This year, we had ten entries. That is 10 teams consisting of two people to design and build the boat on Saturday 12 June. The building period is a contest for the best building time. The boat that wins this portion of the event must complete the race on Sunday. Following construction on Saturday, the teams are permitted (off the clock) to decorate, paint, etc. the craft. One requirement is the boat must have a visible number. This is necessary to assist the judges in calling the race.
 
Following all of the festivities on Saturday, Sunday is the big event. All Boats must enter the Elizabeth River with the same two people that built the boat on Saturday. The race this year consisted of two heats. Boats one through five in the first heat.  They consisted of Madras Marauder Captain Peter Bryan and Chip Finch. This team has been with us since 2005.  K’yak Attack Captain Mike D’Amato and Ralph Seutter. This team has been with us since 2003. Know When to Fold’em Captain Mark Anderson and Chris Fuller. This team has been with us since 2005. Banana’s Revenge Captain Andy Walz and Matt Walz. This team has been with us since 2005. Land Share Captain Jon C. Hall and Clay Roberts. This team has been with us 2005, 2006, 2008 and 2010. In this first heat, K’yak Attack came in first place.
 
The second heat consisted of Double Barrel Captain Steve Grafton. They have been with us since 2007. Poseidon Adventure Captain Seth Lucas and Erik Barton. They have been with us since 2007. Crock Rocket Captain Max Natzel and Will Mast. They have been with us since 2008. Hospital Ship Captain Thon Nguyen and Jim Williams. They have participated in 2008 and 2010. Little Italy Captain Pomozzi and James Pomozzi .They have participated in 2005, 2006, 2008 and 2010. Hospital Ship won this heat and the final run-off heat.
 
It was a fun event, and the race was well attended by many friends and family of the crews. Unfortunately, Little Italy was the only boat that was not seaworthy.
 
Although Banana’s Revenge had great difficulty completing the race, they did take the prize for the fastest built ship. They built their boat in five minutes. Most boats take several hours to complete. 
Remember the boats are held together exclusively by Sikaflex 291.

HUMAN RESOURCES SEMINAR

The annual Human Resources Seminar is tentatively scheduled for September 29, 2010. The committee will distribute a survey to refine the seminar in order to make it more relevant to more members.

MEGA RUST 2010 RECAP

Mega Rust is an annual event that began in June 2005 and rotates among several locations to reach a broader audience and to best meet the needs of the U.S. Navy. Mega Rust combines five annual meetings and conferences:
•           U.S. Navy and Industry Corrosion Technology Exchange, "Rust" Conference
•           Commander, U.S. Fleet Forces Command's Fleet Corrosion Control Forum
•           Naval Shipyard Coatings Group Meeting
•           USCG Coatings & Corrosion Control Tiger Team Meeting
•           U.S. Navy Submarine Preservation Conference
 
This conference brings together government, military, owners, operators, shipyards, research facilities, and coatings manufacturers and suppliers to discuss issues pertinent to the preservation industry.  Its goals include:
•           Present the Fleet and industry's needs in areas of preservation
•           Highlight new and innovative preservation technologies/methods, successful applications of new products, research and development, preservation of materials, environmentally compliant processes and lessons learned
•           Develop and maintain an infrastructure to provide essential feedback loops between the Fleet and industry that will facilitate the transfer of technologies presently available
•           Focus on partnership opportunities between the Fleet and industry
•           Provide training opportunities to Fleet and industry
 
In addition to numerous classes and technical sessions, the five-day symposium included addresses from VADM McCoy, RADM Orzalli, and RDML McManamon, and numerous senior executive service members from the Navy, Coast Guard, Marine Corps, and Air Force. 
 
The following information was presented. Approximately 25% of the Navy’s maintenance budget, or approximately $6 billion, is used to battle corrosion. The Navy has made changes to preservation requirements in an effort to reduce costs, such as single coat paint systems, allowing paint over some flash rust, allowing some pre-construction rust to be painted over, and eliminating some stripe coats. However, the Navy is not seeing cost reductions. 
 
The exhaust from the V-22 and F-35 aircraft prematurely destroy flight deck non-skid. The F-35 exhaust is so hot that it distorts the steel deck under the non-skid. Solutions to these problems are being researched. The Navy is also investigating a single-coat system for potable water tanks. The naval shipyards are conducting a pilot program to automate the reading and recording of surface profile, conductivity, and DFT readings. The Navy is adding billets to ships to allow them to perform ship’s force maintenance and to identify and record additional needs. The RMCs and naval shipyards are providing preservation teams of government and reserve members to the ships and submarines to assist with outstanding preservation issues.  
 
Mega Rust 2011 will be held June 6-9 in the Hampton Roads area.

7/27-29/10 – Undersea Human System Integration Symposium 2010 will be held at the Providence Marriott Downtown in Providence, RI. The theme of the UHSI 2010 symposium is, “Getting the Best Through Warfighter System Integration.”   UHSI 2010 will be an unclassified open technical symposium for the interdisciplinary exchange among government, academic and industry personnel engaged in the research and development, design and engineering, test and evaluation, construction and life cycle support of naval undersea systems.  The goal of UHSI 2010 is to share knowledge, experience and lessons learned and to highlight the cohesive relationship between the systems engineering and Human Systems Integration (HSI) processes in the development of technologies to support the warfighter.  The theme and content of this symposium will provide an important forum for HSI professionals to network, exchange ideas and to learn the latest topics regarding critical HSI issues and solutions.  The Royal Institution of Naval Architects (RINA) and The Technical Cooperation Program (TTCP) will participate. For registration or exhibits information, go to www.navalengineers.org.

COMMITTEE UPDATE

Communications Committee
At the July meeting, the committee met to review the July/August newsletter and discuss the action items from the survey results. The committee meets the second Monday of the month at 1:00 p.m. at QED Systems, Inc. at 4646 N. Witchduck Rd, Virginia Beach, VA 23455.
 
Contracts Committee
At the June meeting, CDR Eric Stump briefed the committee on the hiring of contract specialists (1102’s) and the funding for the backlog of ship’s force work. He will be leaving in September, and his relief is coming from Philadelphia. Joe Yurso briefed the committee on the ASNE Fleet Maintenance and Modernization Symposium. The committee meets the first Thursday of the month at 9:30 a.m. in the Troutman Sanders conference room, 150 Main Street, 16th Floor, Norfolk, VA 23510.
 
Environmental Committee
The committee met in May. However the minutes have not been posted. The committee meets on odd-numbered months on the second Thursday of the month at 9:00 a.m. in the United Coatings Corp. Training Room, 650 Chautauqua Avenue, Portsmouth, VA 23707.
 
Human Resources Committee
At the June meeting, Chris Abel provided an update on the Optima Benefit Option. The committee held a round table discussion on the HR seminar. The committee meets the first Wednesday of the month at 11:00 a.m. in the Troutman Sanders Conference Room, 150 Main Street, 16th Floor, Norfolk, VA 23510.
 
Quality Assurance Committee
At the June meeting, Ken Edwards discussed QA audits and updating the audit list. He also updated the committee on the QMB meeting. The committee meets the second Tuesday of the month at 10:30 a.m. at Q.E.D. Systems, Inc., 4646 North Witchduck Road, Virginia Beach, VA 23455.
 
Safety Committee
At the June meeting, the committee discussed the September 30TH Safety Seminar. They also reviewed the cause of fatalities at VT Halter and at a southern Indiana shipyard. The committee meets the second Thursday of the month at 9:00 a.m. in the United Coatings Corp. Training Room, 650 Chautauqua Avenue, Portsmouth, VA 23707.
                                                                                                
Security Committee
At the June meeting, the committee was informed that the NCIS Field Office is investigating teams of individuals who are offering free cigarettes in exchange for being able to scan CAC cards. Everyone was warned that their employees should not submit their CAC cards to anyone outside of a government facility because that can compromise PKI certificates and potentially lead to identity theft. The committee meets the second Tuesday of the month at 10:00 a.m. in the United Coatings Corp. Conference Room, 650 Chautauqua Avenue, Portsmouth, VA 23707.

This course will review coating documents such as SSPC PA-2, NSTM Chapter 631 and NSTM Chapter 634 for non-skid and others. It will also provide a thorough review of SI 009-32 and applicable sections of 009-04. Recent changes to the NAVSEA NBPI Exam have resulted in lower pass rates. In order to better prepare your workers, VSRA is offering a 1-1/2-day pre-course specifically to address exam standards and increase inspector-level knowledge. Each attendee will receive a current copy of NAVSEA Standard Items 009-32 and 009-04.
 
 
NAVSEA Basic Paint Inspector Training (NBPI)

Attendance is limited to 20 applicants. A score of 80% or higher is required to be eligible for the certification. Students passing the exam will receive a four-year certification and a laminated wallet card from SSPC. Test results will come directly from SSPC.

Attendance is limited to 20 applicants. This course delivers 35+ hours of lecture, video, hands-on lab work and text-based assignments over a five day period. A score of 70% or higher on the comprehensive exam is required for successful completion. The course covers all NAVSEA requirements and skill sets in depth. Upon successful completion of this course, the attendee will receive a NAVSEA Cableway Certification Card.

This course is directed to rising welders and shipfitters, or workers who need a familiarity with blueprint terminology, symbols and design features specific to ships. The course provides 28 hours of instruction with take-home activities, 3 quizzes and a final exam.  Attendees will receive critical drawing analysis experience, as well as hands-on blueprint activities.  For a complete course outline please contact the VSRA office.
