Estimating Department Manager

Epsilon Systems Solutions, Inc. Mission Readiness Group has a job opportunity for a full time Estimating Department Manager in Portsmouth, VA. Summary: Manages the activities of the Estimating Department in preparing man-hour, subcontractor, equipment, and material estimates for accomplishing ship repair and modernization projects. Implements technical estimating standards and procedures and oversees the work of estimator personnel. Solicits supplier bids and quotes for labor, material and equipment and evaluates incoming proposals to ensure they meet technical, cost, and schedule requirements. Responsible for the development of complete and accurate estimates in support of bids, quotes, and proposals. Provides for training and staffing of estimating department. Reports to VP of Operations and is the organization’s primary point of contact for estimating needs. Responsibilities: -Communicates and coordinates efforts with other departments in the development of complete responses to incoming RFPs and RFQs. -Represents his/her department at bid kick-off meetings. -Following Program Management review of estimating products, submits of cost estimates, ROMs, and responses to RFQ/RFP to Contracts Department for sending formal responses. -Reviews products of estimating personnel, confirms compliance with requirements, and readiness for final approval. -Reviews and submits all cost proposals/quotes/ROMs/estimates to Program Manager for approval review. -Coordinates with Contracts Department to maintain proposal log up to date and compiles technical proposal and price data relevant to winning/losing proposals for future reference. -Reports on RFQ/RFP status and monitors estimating personnel outputs for quality and quantity in relation to submission requirements and deadlines. -Makes decisions and takes actions to meet review and submission deadlines based on priorities established by senior managers. -Identifies and tracks ship repair and modernization bid opportunities. -Develops and maintains estimating systems, standards and procedures. -Supervises and makes hiring decisions for a team of employees, which includes but is not limited to the following: Estimators Materials Expeditors Administrative Assistants -Assigns work responsibilities, set expectations and provides performance feedback. -Develops and compiles metrics information that demonstrates effectiveness of bid efforts. Ensure information is shared as appropriate across MRG Divisions. -Coordinates with other MRG Divisions (CA and FL) on ship modernization estimating projects that involve multiple geographic locations. -Ensures proper records and filing systems are maintained for all estimating products in accordance with Quality Management System requirements. -Oversees the review, analysis, and selection of subcontractors and supplier quotes for use in proposals. -Ensures that Lessons Learned and historical project cost data are considered and reviewed during bid approval meetings. -Ensures all estimating products developed in conjunction with proposal preparation are turned over to Program/Project Management after contract award. -Develops baseline POAM and resource requirements. Following management review, ensures personnel and equipment resource requirements are captured in workload forecasting tool. Requirements: High school diploma/GED. 15 years’ experience in private sector naval ship repair, maintenance and modernization, with at least 5 years’ experience developing estimating products. 8 years’ training, education or work experience in project planning, execution and management. Demonstrated understanding of the design and production issues associated with HM&E systems and components. Ability to read and understand technical documents, technical manuals, and drawings. Ability to read, understand, and adhere to contract documents and regulatory requirements. Working knowledge of NAVSEA Standard Items. Ability to produce vendor RFQs, RFPs and subcontractor statements of work. Ability to write and/or produce input for the development of technical proposals. Ability to manage work priorities in a constantly changing environment. Must effectively present estimating products to internal management for submission approval. Ability to interact with employees not in line of authority to achieve desired results. Working knowledge of all of the Ship Modernization and Repair production processes. Full understanding of shipboard and shop production planning and work sequencing processes. Strong computer skills with emphasis on MS Project, MS Excel, and word processing applications.
