Horn emphasized that “The Main Thing” is “developing, delivering and sustaining operationally dominant combat systems for sailors and marines.”
This will be possible by utilizing flexibility and commonality. Flexibility is based on the efficient maneuvering of combat systems, while the engineering approach of commonality encompasses cross-program total ownership costs. By creating “common computing environments” and state of the art computer performance, Horn said the progress and future of warfighting improvements will be “capable and affordable.”
