This position is contingent upon award.
Assist with development of Hardware (HW) and Software (SW) Configuration Management (CM) Instruction and Plan updates to define and outline evolving CM processes, policy and procedures and other documentation associated with LCS new construction program.
Participate in programmatic design reviews, Test Readiness Reviews, Senior level Briefs and Iand Sail-Away Readiness Reviews and other technical meetings to discuss and outline new construction CM requirements in support of the LCS program.
Provide expertise in the identification and resolution of supportability issues including life cycle support as they relate to DoD acquisition policies and procedures.
Create, update, and review logistics documentation including the following:
Coordinate requirements for each mission system area including the Combat Systems (CS), Information Assurance, External Communications (EXCOMM) (C4I), Hull, Mechanical, and Electrical (HM&E) and the Ship Systems Automation (SSA) elements.
Assist with development of standardized HW and SW processes and procedures for maintenance of configuration and baseline information for both LCS variants.
Develop HW and SW Status accounting reports and requirements and maintain CM data in the Navy database.
Assist with updating Integrated Weapon System (IWS) 8.0 Software Configuration Control Board (SCCB) and Local CCB (LCCB) structure and operations as needed.
Define procedures and develop processes to ensure IWS 8.0 review of Program Management System (PMS) 501 level CCB changes including but not limited to Change Forms, Proposed Changes Washington (PCWs), Class I and Class II Engineering Change Packages (ECPS).
Participate in the PMS 501 Principal Acquisition Program Manager (PAPM) Pre-Brief, Technical Scope Review (TSR), Proposed Change Board (PCB), and CCB to obtain and maintain configuration data for new construction ships impacting the contract or planned for update prior to OWLD for both variants.
Coordinate SCCBs and LCCBs by providing secretariat functions (meeting coordination, draft briefing packages, agendas, Objective Quality Evidence (OQE) collection, minutes, Installation and Check Out (INCO) Authorization letters) as required to support the chairperson.
Liaison with LCS Participating Acquisition Resource Managers (PARM) for management of Program of Record (POR) HW and SW upgrades, coordinates delivery and installation schedules, and coordinate requirements with post-delivery Regional Maintenance Modernization Coordination Office (RMMCO) team from ship delivery through OWLD.
Participate in the Pre-Obligation Work Limiting Date (OWLD) weekly and monthly reviews to discuss ship schedules, planned visits, and Alteration Installation Team (AIT) planned updates for both LCS variants. Assist with preparing audit reports, coordinating schedules with Industry and government leads, and conducting the HM&E and Mission System software audit to support delivery of all LCS variants to the Navy.
Monitor In-Service changes to assess impact on LCS SCN ships for configuration impacts and in-line/pre-delivery incorporation.
Review Warfare System Interface Diagrams (WSIDs) and provides current as-built software configuration information to IWS 8.0 in support of required monthly updates and issuance of official LCS diagrams for all new construction ships.
Receive and forward changes for review prior to approval, and review open software reports to assist CS Test Team with status of Problem Reports and Change Requests written against Trial Cards for closure and to provide insight into high priority issues discovered during lab or other test events with potential impact on new construction ships.
Must have a bachelors degree with at least 5 years of U.S. Navy Configuration Management and Data Management experience.
Must be familiar with LCS Class ship Combat System (CS) and Hull. Mechanical & Engineering (HM&E), hardware/software configurations, delivery, testing and acceptance processes.
Must be familiar with executive level Navy organizations, procurement & acquisition processes, design reviews, Test & Readiness Reviews and Navy Integrated Product Teams (IPTs).
Must be familiar with LCS Class ship Combat System (CS), Hull. Mechanical & Engineering (HM&E), Integrated Weapon Systems (IWS) Configuration Control Boards (CCBs), Engineering Change Packages (ECPs), delivery, testing and acceptance processes, organizations and objectives.
Must be able to obtain and maintain eligibility for a DoD Secret security clearance and be able to access military facilities, naval shipyards, and private shipyards.
