CONTRACT MANAGER

CONTRACT MANAGER PORTSMOUTH, VA JOB SUMMARY: The Contracts Manager will collaborate with project management to plan, coordinate, monitor budget and performance, track and negotiate changes, and report activity to senior management. This functions’ duties entail project organization, scheduling support, risk identification and mitigation strategies, and contract modification management including change order estimating and negotiation with customer interface. Other duties comprise project plan implementation, subcontract solicitation in support of Estimating, and formulation of Subcontracts to encompass associated policies, procedures, methods, operating practices and performance standards for the Company. This position will also assure organizational compliance with all safety, quality, and environmental, state, local and federal regulations. ESSENTIAL FUNCTIONS: Works closely with business development, operations, purchasing, project controls & scheduling, risk management, QHS&E, and management to ensure estimates and proposals cover all significant aspects of the project being bid, and monitors compliance of same. Track, compile, submit, and negotiate change work on contracts, with appropriate contract review associated with contract modifications. With guidance of Division leadership, leads organization in disputes and issue with customers, to include REAs and claims. Collaborate with Accounting, Production and Estimating to develop insightful metrics and reports. Confer with Project Managers, subcontractors, and design professionals as needed to discuss and resolve matters such as work procedures, complaints, and repair problems. Interpret specifications and contract requirements and explain plans and contract terms to administrative staff, workers, and vendors where appropriate. Assist in performing job cost projections. Monitors cost, schedule and quality of the project(s) and immediately report any issues that would affect cost or schedule performance. Assist in proposal development and assembly. Monitor, coordinate, and manage the Required Reports and Required documentation submittals for contracts, to include contract closeout documents, CPARs rebuttals, contract completion certifications, and lessons learned. Supports the needs of the Estimating Department by participating in the subcontract solicitation process. Identifies whether subcontract pricing is competitive. Assesses appropriate make-or-buy strategy to be used based on analysis of work risk, internal production capacity, and costs. Consults with Production Management and Project Management on make-or-buy recommendations. Supports Project Management in monitoring and correcting subcontractor performance issues. Supports Project Management in driving towards effective compliance of subcontracts and subcontractor performance with project objectives and requirements. Supports Project Management in reviewing subcontract modifications and proposals for completeness, compliance and accuracy. Notifies upper management and Project Management of potential non-compliance and other problems that could have an adverse impact to the company. Other tasks as assigned. QUALIFICATIONS: Knowledge of Microsoft Office applications and working experience with spreadsheets. Ability to perform effective financial and risk assessments. Thorough knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFAR) and related federal and state legislation and regulations. Knowledge of Service Contract Act and Truth in Negotiations Act. Excellent oral and written communications. Ability to establish and foster effective working relationships with subcontractor base. Effective leadership and interpersonal skills. EXPERIENCE/EDUCATION: Typically requires a bachelor’s degree in an associated discipline. College degree may be substituted by equivalent experience in Project and/or Contracts Management. Five (5) to eight (8) years of experience in contract and subcontractor management and administration experience. Prefer at least two (2) years supervisory experience in contracts administration. PHYSICAL REQUIREMENTS: Ability to lift 20 pounds regularly and up to 50 pounds occasionally. Ability to sit and/or stand for extended periods of time. This is NOT a physically demanding position and may accommodate most physical disabilities. There may be occasional lifting of office materials or files weighing not more than 20 pounds. Physical dexterity may be required when operating calculators, copiers, computers and/or other typical office equipment. This position may experience eye and muscle strain, backaches, headaches, and repetitive motion injuries from using computers daily and may have to sit for extended periods while reviewing detailed data. ENVIRONMENTAL CONDITIONS: This position works in an office environment. There is generally no exposure to hostile environments or loud noises or hazardous chemicals or smoke or extreme temperatures. This position may experience eye and muscle strain, backaches, headaches, and repetitive motion injuries from using computers daily and may have to sit for extended periods while reviewing detailed data.
