Planner (Material)/ Estimator - Gov't Contracts

Lyon Shipyard Inc. is seeking an Planner/Estimator to support our downriver division in the preparation and administration of government contracts performed down river. The Planner/ Estimator develops and administers labor hour, material and subcontract estimates for all proposals and growth work for the ship repair/dry docking industry. Estimates are developed from customer furnished specifications, drawings, contract terms and standards. This position tracks and manages projects’ transaction compliance such as margins, milestones, deliverables and invoicing and effectively presents this information to production, upper management and customers when applicable. The position monitors and negotiates growth and assists the production team. Basic Qualifications, Skills and Abilities: Apprenticeship, Journeyman or Bachelor's Degree and or 6 plus years of experience in the ship repair industry or on a ship as an officer, port engineer or repair supervisor. Ability to understand technical documents, technical manuals, and drawings. Experience with NAVSEA Standard Items and familiarity with FAR and DFAR. Demonstrated negotiation skills. Attention to details, Strategic planning and the Analyzing of information. Ability to multi-task, prioritize, manage time effectively and to identify work priorities in a constant changing environment. Proficient with corporate productivity and presentation tools. Excellent verbal and written communications skills. Ability to write reports and business correspondences. Strong listening and presentation skills. Ability to effectively present technical presentations to a diverse audience. Problem solving skills, decision making skills, and strategic Planning abilities. The ability to establish and maintain positive business relationships with internal and external contacts is a key component of this position. The ability to influence, negotiate, direct and accommodate competing business and/or leadership. Strong influential skills to direct employees not in line of authority. Excellent mediation and conflict resolution skills. Strong analytical ability and strong research capabilities. Ability to work independently within a team setting. Ability to research and interpret contract documents and regulatory publications. Strong customer service skills with vessel owners and industry executives. Ability to succeed in a diverse team environment. Ability to define problems, collect data, establish facts, and draw valid conclusions. Possess working knowledge of Shipyard production processes. Full understanding of production planning and work sequencing processes. Ability to identify new processes and procedures required by industry change. Strong understanding of various factors that yield a successful bid. Strong computer skills extremely useful with emphasis on MS Project/P3, CAD, spreadsheet, and word processing applications. Possess a valid driver's license and operate a motor vehicle with satisfactory driving records. Ability to acquire a Rapid Gate Badge. Responsibilities: Essential Duties and responsibilities include the following. Other duties may be assigned as needed by the Director/Manager of the department. To prepare cost estimates by soliciting, collecting and critically analyzing proposals, contract terms, scope of work requirements, blueprints and other documents in order to prepare cost, time and labor estimates and identify and mitigate project related risk. Provide comparison of cost to perform work in house versus utilization of subcontractors. To review and evaluate contract terms, proposal specifications and drawings for government, state and commercial vessels and industrial facilities. To analyze in detail the scope of work and to integrate this work scope into a project schedule which determines material plans and schedules workflow for each work package developed. To coordinate the delivery of appropriate project files for assigned projects to production during project turnover meeting. To monitor and review FBO, bid boards and others for posted and future opportunities. . Perform ship checks, pre and post-bid meetings with the customer, vendors and shipyard personnel in other departments in order to prepare for the estimate. Responsible to interact with other business units as required assisting in the estimating activity. Supervise or assist in the writing and completion of technical proposals. Present a bid review to upper management. Responsible to negotiate contract terms, pricing, change orders, and final settlements with clients. To effectively communicate with prospective and existing clients. To follow up with customers on all bids, proposals and pricing information. To develop and maintain relationships with various contracting officers, purchasing agents and port engineers. To investigate and resolve customer problems with deliveries and pricing. Communicate with production, subcontractors and purchasing to verify estimated project cost. Responsible to respond to common inquiries or concerns from customers, regulatory agencies, or members of the business community. Track and monitor projects, transaction compliance such as margins, milestones, deliverables and invoicing and effectively present this information to upper management and customers. Review and monitor ongoing jobs for changes from specifications. Estimate cost of change orders. Maintain contractual records and documentation such as receipt and control of all contract correspondence, customer contact information sheets, contractual changes, status reports and other documents for all projects. Develop and maintain subcontractor/vendor relationships. To provide innovation and original thought within their work. To support the production team. EOE/AA/M/F/D/V
