Project Control Analyst

Job Description: • Selected candidate will work all functions of cost and schedule management supporting multiple functional divisions and program managers. • Responsible for contract status reporting, customer reporting, cost modeling, metrics. • Familiarity with orders, sales, profit forecasting, and funds flow analysis is beneficial. Analyze complex data, communicate and provide recommendations from a finance point of view to all program aspects • Responsible for all project control functions including planning, tracking, analysis and reporting across the project life cycle. Projects may vary in size, complexity, and contract type (i.e. Cost Reimbursable, Firm Fixed Price, Time & Material, etc.). • Interfaces with team members of the corporate staff to include: Division Managers (DMs), Program Managers (PMs), Contracts, Purchasing, Billing, Accounting/Finance, and Human Resources. • Participates in annual company budget development by forecasting cost by financial period per project to develop the plan for the year. • Prepares monthly Divisional Financials for high level management meeting and the financials for the program review presentations. • Coordinates with the PMs in the development of the Basis of Estimates (BOEs) for proposal pricing after reviewing the Request for Proposal (RFP). • Reviews contract award to ensure award matches cost proposal/ BOE. • Assists in project setup, assigning the workforce, and adding new employees. • Develops Estimates to Complete (ETCs), and Estimates at Completions (EACs). Works closely with PMs to review current project financial status and project future performance. Responsible for monitoring cost and schedule performance and performs related analyses. • Produces financial deliverables for both internal and external use. These can be weekly, bi-weekly, or monthly. Help develop and review procedures, process, and products to identify possible improvements to better support customer needs and reduce costs and errors. • Financial support includes funding analysis, monthly expenditure analysis, cost variance analyses, historical financials, track current task spending and commitments, burn rates and forecast future trends. Monitoring actual costs against budgets. • Assist PMs with all purchase requests, validate subcontract invoices against purchase orders and track all subcontract efforts including monthly reports. • Assist PMs with Risk Authorization Request (RARs), Mod Request, and Limitation of Funds Notifications (LOFs). Monitor and help manage at-risk and suspense related costs. • Analyze end of year Rate Adjustments and how it will affect your projects. • Participate in contract closeouts and de-obligations. Job Qualifications: • Bachelor’s degree preferred in business or related field or four years direct experience as a project control analyst in the government contracting industry. • Government contracting experience in Firm Fixed Price (FFP), Time and Materials (T&M), and Cost Reimbursable type contracts. • Advanced Excel skills and database management (pivot tables, Vlook up formulas and linked forms). • Estimating experience, material planning experience, monitoring and reporting actuals as they relate to the Subcontracts/Material BACs/EACs. • Ability to work independently and make timely and sound decisions. • Exceptional organizational and time management skills. • Excellent analytical and problem-solving skills. • Ability to perform multiple tasks concurrently and support multiple PMs. • Excellent customer service attitude, communication skills, and interpersonal skills. • Uses independent judgment and decision making to assist project management in all areas of project cost management. • Knowledgeable in Deltek CostPoint ERP system.

Information
Responsible for cradle to grave contract management and administration, to include:
• Ensure compliance with FAR/DFAR, applicable laws, statutes, regulations, contract terms and conditions, and/or company policies and procedures
• Assists with establishing and updating policies and procedures that affect the organization
• Evaluates, develops, negotiates, and submits all cost proposals to government and/or prime contract customers
• Administer assigned contracts/subcontracts to include all day-to-day activities
• Manage and supervise employees within the Contracts Department
• Oversee, negotiate, and execute all Contracts, Teaming Agreements, Memorandums of Understanding, Consulting Agreements, and Non-Disclosure Agreements
• Coordinate with Program Manager and Subcontracts Department for issuance of Requests For Proposals (RFPs) and accompanying terms and conditions for subcontractor support
• Accomplish closeout of assigned prime contracts and subcontracts
• Ensure paper and electronic files are prepared for review and audit
• Work cooperatively with Subcontracts, Accounting, Purchasing, and Operations Department
• Provide contract advice to the program team and monitor program performance for compliance to the contract
• Performs other duties as assigned


Degree/Experience MINIMUM Requirements:
• Bachelor’s Degree in Business Administration or related field
• At least 10 years of experience in DoD Contracting relating to AIT Installation support
• Extensive FAR/DFAR knowledge
• Experience with CPFF, T&M, and FFP types of contracts and subcontracts
• Experience with DCAA and DCMA audits and compliance
• Supervisory experience required
• Must be proficient in Microsoft Word, Excel, and Sharepoint
• Must be able to work independently on a full-time basis, with limited overtime and travel possible
• Must be able to obtain and maintain a SECRET security clearance
• Deltek experience preferred
Compensation
Depending on experience - 70-80K annually. This is an exempt position.
