Contracts Administrator

Lyon Shipyard has an opening for an experienced shipyard contracts administrator. This is a direct hire full time opportunity. This position prepares and administers bids, proposals, and government contracts that follow company policies, Federal Acquisitions Regulations (FAR), Department of Defense Federal Acquisitions (DFAR), and legal requirements. Guides the team regarding compliance with complex contractual and regulatory requirements. Negotiates with suppliers, partners or customers. Ensures contracts are administered and monitored to maintain compliance with terms of the contract. This position tracks and manages projects’ transaction compliance such as margins, milestones, deliverables, invoicing and effectively presents this information to production, upper management and customers when applicable. The position monitors and negotiates growth and assists the production team. Ability to understand technical documents, technical manuals, and drawings. Experience with NAVSEA, MSC, and other government Standard Items. Experience with FAR and DFAR requirements. Demonstrated negotiation skills and attention to details, strategic planning and the analyzing of information. Ability to multi-task, prioritize, manage time effectively and to identify work priorities in a constant changing environment. 1. Support government proposal activities, including but not limited to analysis of the Request For Proposals, ensuring proper contract reviews and compliance matrices are completed before any proposals are submitted to customer or any execution activities, with particular attention to the financial and business risks of the proposed effort, participating in all proposal team meeting, reviewing terms, conditions and assumptions upon which the proposal may be submitted. 2. Partner closely with company teams and customer to assure a clear understanding of the appropriate regulations before and during execution of the contract. 3. Responsible for submitting required reports for contract performance and maintain records, spreadsheets, and other tracking documents as required to support: Margin Reports, internal and external audits, and billing. 4. Manage contract-related data, and generate reports as required. 5. Support negotiations of claims, manage contractual changes and resolve disputes or conflict resolution with customers and subcontractors 6. Ability to offer innovative approaches to problem solving and develop solutions to contracting issues in supporting all phases of the acquisition, planning and execution cycle. 7. Play an instrumental role in providing support and guidance to project teams during contract execution to ensure full compliance with government regulations. 8. Ensure proper FAR, DFARS, and international government flow-down requirements are complied with in subcontracts. 9. Play an instrumental role in helping Lyon further develop a strategy to grow U.S. Government business compliantly. 10. Responsible to compile and process information regarding disputes and REAs. 11. , Responsible to attend and assist Progress Meetings. 12. Responsible to oversee contract completion requirements. 13. Take sufficient steps to minimize project risk 14. Write contract letter and other communication and notices. 15. Stay up to date with legislative changes and coordinate with the legal department as needed. 16. Ensure all deadlines and conditions described on contracts are met (e.g. payments, reports). 17. Maintain organized system of physical and digital records. Knowledge, Skills and Abilities 1. High school diploma or GED required. Apprenticeship, Journeyman or Bachelor's Degree, and Certification as NCMA Certified Professional Contract Manager (CPCM) is preferred but not required. 5 years shipyard experience or 3 years contract management preferred. Good written and spoken communication and analytical skills and a working knowledge of basic computer systems and software programs. 2. Effective listening, communication, negotiation and interpersonal skills with the ability to write reports and business correspondence. 3. Deep understanding of contracts, contract language and contract life cycle. 4. Understanding of NAVSEA, MSC and other government agencies Standard Items and references 5. Ability to multi-task, prioritize, manage time effectively and to identify work priorities in a constant changing environment. 6. Attention to details, strategic planning and the analyzing of information. 7. Must have problem solving skills, decision making skills, and strategic Planning abilities 8. Ability to read blue prints and understand customer’s contracts and specifications. 9. Establish and maintain positive business relationships with internal and external contacts. 10. Ability to define problems collects data, establish facts, and draw valid conclusions. 17. Possess working knowledge of Shipyard production processes. 18. Full understanding of production planning and work sequencing processes. 19. Strong computer skills extremely useful with emphasis on MS Word, Excel, and Project applications. 20. Possess a valid driver's license and operate a motor vehicle with satisfactory driving records. 21. Ability to acquire and keep a Security Clearance and DBIDs.

Information
Responsible for cradle to grave contract management and administration, to include:
• Ensure compliance with FAR/DFAR, applicable laws, statutes, regulations, contract terms and conditions, and/or company policies and procedures
• Assists with establishing and updating policies and procedures that affect the organization
• Evaluates, develops, negotiates, and submits all cost proposals to government and/or prime contract customers
• Administer assigned contracts/subcontracts to include all day-to-day activities
• Manage and supervise employees within the Contracts Department
• Oversee, negotiate, and execute all Contracts, Teaming Agreements, Memorandums of Understanding, Consulting Agreements, and Non-Disclosure Agreements
• Coordinate with Program Manager and Subcontracts Department for issuance of Requests For Proposals (RFPs) and accompanying terms and conditions for subcontractor support
• Accomplish closeout of assigned prime contracts and subcontracts
• Ensure paper and electronic files are prepared for review and audit
• Work cooperatively with Subcontracts, Accounting, Purchasing, and Operations Department
• Provide contract advice to the program team and monitor program performance for compliance to the contract
• Performs other duties as assigned


Degree/Experience MINIMUM Requirements:
• Bachelor’s Degree in Business Administration or related field
• At least 10 years of experience in DoD Contracting relating to AIT Installation support
• Extensive FAR/DFAR knowledge
• Experience with CPFF, T&M, and FFP types of contracts and subcontracts
• Experience with DCAA and DCMA audits and compliance
• Supervisory experience required
• Must be proficient in Microsoft Word, Excel, and Sharepoint
• Must be able to work independently on a full-time basis, with limited overtime and travel possible
• Must be able to obtain and maintain a SECRET security clearance
• Deltek experience preferred
Compensation
Depending on experience - 70-80K annually. This is an exempt position.
